Modernizarea serviciilor guvernamentale și e-Transformarea, monitorizată de Consiliul coordonator

Guvernul a aprobat Regulamentul Consiliului coordonatorilor pentru modernizarea serviciilor guvernamentale și e-Transformarea guvernării, precum și componența instituțională a Consiliului. Documentul reglementează misiunea și funcțiile de bază, componența, modul de organizare şi funcţionare a acestuia. Potrivit Regulamentului, Cancelaria de Stat va fi cea care va monitoriza şi direcţiona activitatea Consiliului. Totodată, aceasta, în comun cu Centrul de Guvernare Electronică, va asigura, prin programe de instruire şi schimb de experienţă, creşterea şi fortificarea capacităţii şi a abilităţilor membrilor Consiliului și responsabililor de modernizarea serviciilor guvernamentale din cadrul autorităţilor administraţiei publice centrale şi entităților prestatoare de servicii. Misiunea Consiliului este coordonarea activităților pentru modernizarea serviciilor guvernamentale și e-Transformarea guvernării în cadrul administrației publice centrale de specialitate, evaluarea, monitorizarea şi implementarea acestora, precum și propunerea soluțiilor eficiente pentru sporirea calității serviciilor guvernamentale și a actului de guvernare. Consiliul este format din preşedinte, vicepreşedinte, secretar şi membri. Din Consiliu fac parte secretari generali de stat ai ministerelor, conducători și adjuncți ai conducătorilor altor autorități administrative centrale, autorități publice la autogestiune subordonate Guvernului, directorul Agenției Servicii Publice și directorul Centrului de Implementare a Reformelor. În calitate de președinte al Consiliului este decretat secretarul general adjunct al Guvernului. Potrivit secretarului general al Guvernului, Lilia Palii, documentul a fost elaborat în contextul reformei administrației publice centrale de specialitate. Implementarea proiectului nu va necesita cheltuieli suplimentare bugetare, iar organizarea și funcționarea viitorului Consiliu coordonator pentru modernizarea serviciilor guvernamentale și e-Transformarea guvernării se va efectua în limita resurselor planificate. Reamintim că Parlamentul a votat la 1 martie curent un proiect ce prevede ratificarea a două acorduri de finanțare pentru realizarea proiectului „Modernizarea serviciilor guvernamentale”. În acest scop Asociația Internațională pentru Reconstrucție și Dezvoltare va oferi Republicii Moldova un credit în sumă de 10,9 mil. DST, iar Banca Internațională pentru Reconstrucție și Dezvoltare ne va acorda un credit în sumă de $5 mil.
