Moldova cu restanțe la implementarea Agendei de Asociere cu UE

Mai puțin de o treime din activitățile Agendei de Asociere a Republicii Moldova cu UE au fost pe deplin realizate în ultimele 6 luni. Asta se arată în raportul de monitorizare a implementării Acordului de Asociere realizat de Expert-Grup în colaborare cu Asociația pentru Democrație Participativă ADEPT. Raportul analizează angajamentele asumate de autoritățile naționale în 23 de domenii politice, 15 domenii ce țin de cooperarea economică și cooperarea sectorială și 10 domenii ce țin de Zona de liber Schimb Aprofundat și Cuprinzător. Adoptarea Legii nr. 137 din 03.07.2015 cu privire la mediere, demararea procesului de punere în aplicare a mecanismului de verificare a stilului de viață al angajaților CNA și elaborarea Planului național de acțiuni cu privire la prevenirea și combaterea abandonului și absenteismului școlar, sunt doar câteva dintre realizările înregistrate în implementarea Acordului de Asociere a Republicii Moldova cu Uniunea Europeană. Aceste date sunt prezente în raportul de monitorizare a implementării Acordului de Asociere realizat de Expert-Grup în colaborare cu Asociația pentru Democrație Participativă ADEPT. Grupul nostru de experți au monitorizat 23 de domenii, 15 dintre care se referă la domeniul politic și 10 la zona de Liber Schimb. În total, au fost examinate 731 de acțiuni, planificate pentru perioada 2014-2016. 21% din aceste acțiuni au fost realizate, 19% nerealizate, iar restul 60% de află în procesul de realizare, - a specificat director executiv al ADEPT Igor Boțan. Doar aproximativ 17% dintre acțiunile planificate în titlurile politice ale implementării acordului au fost realizate sau parțial realizate. Alte circa 10% dintre acțiuni nu au fost deloc realizate. Restul 73% dintre acțiuni sunt în proces de realizare. Ce ține de spălarea banilor, suntem puțin îngrijorați de faptul că, în pofida unei probleme notorii, nu a fost făcută o analiză fundamentală a deficienților mecanismelor d prevenire spălării de bani. Nu s-a intervenit instituțional pentru a preveni astfel de crize pe viitor, - a declarat Expert la Centrul de Analiză şi Prevenire a Corupţiei Mariana kalughin. În cadrul componentelor economice experții au analizat 407 acțiuni care se referă la perioada monitorizată. Peste o treime din acțiuni sunt în proces de realizare. Aceasta complică exercițiul de monitorizare și subminează responsabilizarea autorităților pentru implementarea acțiunilor asumate. Eșecurile înregistrate în implementare sunt foarte multe, astfel experții conclud că agenda de asociere trebuie intensificată prin acțiuni urgente, consecvente și care implică un nivel înalt de coordonare între principalele instituții publice relevante.
