Moratoriul la controalele agenților economici a fost instituit

Guvernul a aprobat ieri proiectul de Lege privind moratoriul asupra controalelor de stat la agenții economici pentru o perioadă de trei luni, care va permite asigurarea unui cadru favorabil dezvoltării mediului de afaceri, optimizării legislative şi instituţionale a controalelor de stat. Premierul Pavel Filip a menţionat, în context, că această măsură este prima dintre măsurile pe termen lung pentru mediul de afaceri. Situația controalelor nu este una simplă dar una de sistem. Guvernul a întreprins totul ce intră în zona sa de responsabilitate. În aceste trei luni, cât va funcționa moratoriul, vom elabora un proiect de lege care va reglementa controalele, astfel ca ele să fie clare pentru toți, transparente și cu reguli clare de joc , a declarat Pavel Filip. Ministrul Justiției, Vladimir Cebotari, a informat Cabinetul de miniștri despre acțiunile întreprinse în vederea instituirii moratoriului. A fost elaborată baza legală. O mare parte a instituțiilor de stat au confirmat emiterea ordinelor referitoare la instituirea moratoriului. Proiectul de Lege a fost făcut public și consultat cu părţile interesate, mediul de afaceri, iar reprezentanții societății civile au remis un aviz în acest sens. Majoritatea propunerilor s-au regăsit în proiectul de lege definitivat. Documentul are scopul de a limita intervențiile abuzive ale organelor de control faţă de persoanele fizice și juridice care desfășoară activitatea de întreprinzător în Republica Moldova. Totodată, a fost creată linia de telefon, la care agenții economici pot relata despre abuzurile din partea organelor de control, a fost selectat și instruit personalul responsabil de comunicare cu agenții economici, elaborate fișele de model de evidență și mecanismul de reacție la solicitările beneficiarilor. Telefonul (022) 823-823 va funcţiona, începând cu ziua de joi, 4 februarie, în zilele lucrătoare, în intervalul orelor 08.00 - 17.00.
