МВФ выдвинул властям Молдовы 16 условий

Спикер парламента Андриан Канду заявил, что Международный валютный фонд выдвинул республике 16 условий, которые власти должны выполнить до того, как будет рассмотрен вопрос о подписании нового соглашения о сотрудничестве. Есть 16 оговоренных с МВФ условий в четырех областях: финансовой, налогово-бюджетной, энергетической и банковской. Речь идет о законодательных актах, которые нужно принять в парламенте. Некоторые из них были одобрены в первом чтении, в том числе касающиеся банковско-финансового сектора, - отметил Канду. Спикер подчеркнул, что все 16 требований, выдвинутых МВФ, конфиденциальны. Вместе с тем, одно из них касается решения вопроса с выданными проблемным банкам средствами. Одно из условий МВФ – найти согласованные с его командой решения так, чтобы долг был конвертирован в государственные ценные облигации. Этот законопроект находится в парламенте и, естественно, должен быь утвержден в оговоренные сроки, - подчеркнул спикер. МВФ и власти Молдовы в конце июля достигли договоренности по новой программе сотрудничества, а окончательное решение должно быть принято на заседании исполнительного совета организации в октябре. Программа сотрудничества рассчитана на три года, а финансирование будет осуществляться посредством механизма расширенного финансирования (EFF) и механизма расширенного кредитования (ECF). Доступ к финансированию планируется установить в размере 75% квоты Молдовы в МВФ (129 специальных прав заимствования или $179 млн.). Предыдущая трехлетняя программа сотрудничества Молдовы с фондом стартовала в конце января 2010 года и завершилась в апреле 2013 года. Последний транш в $76 млн. из $570 млн. не был выделен республике из-за несогласия МВФ со слишком высокими социальными расходами и дефицитом бюджета.
