НБМ внесет поправки в Регламент о требованиях к руководителям банка с целью улучшения корпоративного управления

Проект соответствующего постановления Админсовета Национального банка Молдовы представлен для публичных консультаций, которые продлятся до 23 сентября. Этот документ планируется утвердить с учетом принятых ранее парламентом поправок в Закон о финансовых учреждениях и другие законы, касающиеся требований к администраторам банков, внесенных в контексте предоставления Нацбанку более широких полномочий по надзору и контролю над банками с целью укрепления корпоративного управления в них. Проект поправок в Регламент о требованиях к руководителям банка включает все принятые изменения и дополнения, направленные на улучшение системы непрерывного продвижения в банках лиц, которые соответствуют высоким принципам, для обеспечения эффективного корпоративного управления финансового учреждения. Документ содержит изменения и дополнения, касающиеся требований, относительно предоставлению в НБМ обращений для получения подтверждения повторного переназначения, получения нового мандата членами руководящих органов банка (членов Совета, Ревизионной комиссии, президента, вице-президентов, Исполнительного органа). Изменения касаются и положений, оговаривающих сроки представления пакета документов для подтверждения Нацбанком администраторов банков, а также дополнительные требования к ним, у которых было отозвано подтверждение НБМ. Так, предусмотрено, что в случае отзыва подтверждения в должности администратора НБМ или другим надзорным органом, они не могут занимать любые посты в финансовом секторе или в рамках госучреждений в течение 10 лет.
