Noi reguli de reglementare a securităţii obiectelor industriale periculoase adoptate de Parlament

Un proiect ce are drept scop securitatea obiectelor industriale periculoase, precum și prevenirea situațiilor care pot provoca incidente ale acestor obiecte a fost votat de legislativ în lectură finală. Proiectul prevede modificări la Legea privind piața produselor petroliere în ceea ce privește excluderea autorizațiilor tehnice pentru exploatarea depozitelor și stațiilor de alimentare cu produse petroliere datorită unui mecanism simplificat ce presupune obligația agenților economici de a prezenta avizul de expertiză eliberat de către organismul de expertiză în domeniul securității industriale. Totodată, proiectul prevede modificări la Legea privind administrația publică centrală de specialitate, în ceea ce privește activitatea Inspectoratului Principal de Stat pentru Supravegherea Tehnică a Obiectelor Industriale Periculoase. De asemenea, proiectul conţine completări la Legea privind securitatea industrială a obiectelor industrial periculoase și anume – substituirea actului permisiv demersului organului de control și supraveghere tehnică de stat privind admiterea la lucrările de reglare a instalațiilor tehnice și sistemelor tehnologice cu procedura de notificare a organului de control și supraveghere tehnică de stat cu cel puțin 7 zile lucrătoare până la începerea lucrărilor respective. Proiectul mai prevede și modificări în ceea ce privește competențele Ministerului Economiei în acest sens. Astfel, se exclud trei acte permisive și anume: autorizația tehnică pentru exploatarea depozitelor de produse petroliere, a stațiilor de alimentare a automobilelor cu produse petroliere și gaze lichefiate, autorizația tehnică pentru punctele de umplere a buteliilor de uz casnic cu gaze lichefiate și a automobilelor cu gaze comprimate, precum și a autorizației tehnice pentru proiectare, construcție-montare, pentru pregătirea cadrelor, pentru fabricare, reconstrucție, reglare și punere în funcțiune, exploatare, extindere, reutilare tehnică și diagnosticare tehnică.
