Nomenclatura combinată a mărfurilor, modificată

Ieri deputații au aprobat în lectură finală un proiect de lege ce prevede modificarea Legii privind aprobarea Nomenclaturii combinate a mărfurilor. Potrivit președintelui Comisiei economie, buget și finanțe, Ștefan Creangă, scopul proiectului este racordarea Nomenclaturii Combinate a Mărfurilor la versiunea nouă a codificării și descrierea mărfurilor, care a intrat în vigoare în anul 2017 și urmează a fi implementată și în Republica Moldova. Utilizarea noii versiuni are ca scop eficientizarea operațiunilor de import și export efectuate de către agenții economici autohtoni, ceea ce va contribui la facilitarea comerțului exterior al Republicii Moldova, a menționat președintele Comisiei. Noua Nomenclatură combinată a mărfurilor este divizată în 21 de secțiuni și 97 de capitole, cu note explicative pentru fiecare capitol. Aceasta prevede suplinirea codurilor tarifare sau modificarea celor existente, fiind introduse 1010 poziții tarifare noi. Astfel, s-a adăugat un cod tarifar distinct pentru berea fără alcool (22029100), iar pentru unele băuturi pe bază de soia, vinuri, preparate chimice, produse imunologice, mașini multifuncționale, cartușe de cerneală etc, au fost modificate. În același timp, documentul prevede excluderea a 961 coduri tarifare, dintre care pentru unele categorii de pește (la poziția 0302), unele categorii de vinuri (la poziția 2204), diverse părți de utilaje și aparate (la poziția 7318) etc. Nomenclatura combinată a mărfurilor se aplică pe întreg teritoriul țării în scopul codificării uniforme a mărfurilor introduse sau scoase de pe teritoriul RM, precum și plasate în anumite regimuri și destinații vamale. Componenta de taxă vamală nu a fost modificată. Cuantumul taxelor vamale, precum şi lista mărfurilor supuse acestora, aferente fiecărei poziţii tarifare separate, se aprobă de Parlament. Cotele taxei vamale sunt unice şi nu pot fi modificate, cu excepţia cazurilor prevăzute de legislaţie şi de tratatele internaţionale la care Republica Moldova este parte. Noile prevederi urmează a fi puse în aplicare de la 1 ianuarie 2019.
