Numărul organelor de control va fi redus treptat de la 70 la 16

Un proiect de lege ce are drept scop extinderea la maxim a prevederilor Legii privind moratoriul a fost votat în Parlament în lectură finală. Modificările proiectului vizează comasarea unor domenii de control, precum și planificarea controlului de stat. Proiectul prevede şi reducerea la maxim a numărului de acte solicitate în cadrul controalelor de stat. Decizia de control va fi comasată cu Planul de control, iar procesul verbal va fi unicul act care va întruni constatările, prescripțiile și sancțiunile. Conform proiectului, în continuare se va pune accentul pe documentele în format electronic, create și stocate în Registrul de Stat al documentelor. Condica de control va fi eliminată, întrucât va exista o conexiune continuă cu Registrul de Stat al documentelor. Planificarea controlului va fi efectuată pentru un an calendaristic, fiind exclusă cerința privind estimarea preliminară a prejudiciului la inițierea controlului inopinat. De asemenea este interzisă prin lege efectuarea controlului de stat pe parcursul primilor trei ani de activitate a agenților economici. Totodată, proiectul propune 11 potențiale organe de control și identificarea domeniilor de control a acestora, precum și identificarea altor cinci autorități existente pentru care legea se va aplica parțial, în acest fel numărul organelor care practică activități de control va fi redus de la 70 la 16. Această prevedere va intra în vigoare treptat. Comasarea organelor de control va fi efectuată pe domenii similiare. Astfel, Inspectoratul Fiscal Principal de Stat va fi autoritatea de control care va avea ca domenii de control cel fiscal, respectarea obligațiilor pecuniare față de bugetul public național, față de bugetul asigurărilor de stat sociale și corelarea corectă și virarea în termen a primelor de asiguarea obligatorie de asistență medicală. De asemenea va supravegea disciplina muncii și drepturile garantate de legislația muncii. Cât privește Serviciul Vamal, colaboratorii instituției vor controla domenii precum respectarea măsurilor de politică economică, a drepturilor de import și de export și respectarea legislației vamale la scoaterea din destinație vamală. Lista completă a organelor de control și domeniile aferente acestora, în redacție nouă este expusă în nota informativă a proiectului de lege nr. 293 din 24.06.2016 Modificările propuse vor intra în vigoare la publicare, cu acordarea unei perioade de 4 luni în care se vor desfășura un set de măsuri pentru implementarea reformei instituționale.
