OCT vor înregistra contractele de arendă a terenurilor agricole începând cu 5 ani

Termenul de înregistrare obligatorie a contractelor de arendă a terenurilor agricole la organele cadastrale teritoriale va fi extins de la trei la cinci ani. Un proiect în acest sens a fost votat de Parlament în prima lectură în cadrul ședinței din 22 decembrie 2017. Modificările prevăd că contractul de arendă a terenurilor şi a altui patrimoniu agricol, care în prezent constituie trei ani pentru înregistrare obligatorie, se va mări. Totodată, proiectul mai prevede că contractul de arendă a terenurilor agricole încheiat pe un termen ce nu depăşeşte 5 ani inclusiv, urmează a fi înregistrat la primăria localităţii, în a cărei rază se află aceste terenurile. Conform proiectului, registratorul organului cadastral teritorial va primi cererile de înregistrare a contractelor de arendă pe teritoriul localităţii în cazul când o persoană intenţionează să încheie contracte de arendă cu mai mulţi proprietari de terenuri agricole. Această initiativă trebuie să vină de la reprezentanţii autorităţilor administraţiei publice locale. De asemenea, proiectul prevede posibilitatea înregistrării benevole a contractului de arendă de până la 5 ani la organul cadastral teritorial şi scuteşte arendaşul de obligativitatea înregistrării în cadrul primăriei. NOTĂ: Acum trei ani, conform Cadastrului funciar, din cele 3,38 mil. hectare, cât constituie suprafața Republicii Moldova, 2,5 mil. hectare (73,9%) erau terenuri agricole, inclusiv 1,82 mil. hectare (72,7%) – terenuri arabile. Din acestea 1,89 mil. hectare (55,9%) se afla în proprietate privată, iar în proprietatea publică a statului, cea a unităților administrativ-teritoriale – 781,4 mii hectare (23,1%) și, respectiv, 711,5 mii hectare (21%) – din toate categoriile de terenuri. Reamintim, că terenurile agricole care nu vor fi prelucrate timp de doi ani de către proprietari vor ajunge în gestiunea autorităților publice locale, care, la rândul lor, le vor putea transmite în arendă pentru o perioada de până la cinci ani, tot în scopuri agricole.
