Pachetul minim de servicii sociale, finanțat prin transferuri cu destinație specială

În categoria activităților finanțate prin transferurile cu destinaţie specială de la bugetul de stat în bugetul unităţilor administrativ-teritoriale se vor regăsi şi patru tipuri de servicii sociale, incluse în pachetul minim conform necesităţilor identificate şi priorităţilor politicilor naţionale de protecţie socială a populaţiei. Acestea sunt Casele de copii de tip familial, Asistența parentală profesionistă, Sprijinul pentru familiile cu copii și Serviciul asistență personală pentru persoanele cu dizabilități severe. Parlamentul a votat în prima lectură ieri, 22 martie, un proiect de lege în acest sens. Potrivit Președintei Comisiei protecție socială, sănătate și familie, Valentina Buliga, care este și autoarea inițiativei, scopul proiectului este garantarea sustenabilităţii financiare a serviciilor sociale, în special în regiunile rurale și oferirea accesului grupurilor vulnerabile la serviciile sociale de calitate. Aceasta a mai menționat că proiectul oferă oportunități pentru garantarea sustenabilității financiare a serviciilor sociale – evaluarea de către autoritățile publice locale a necesităților populației privind serviciile necesare și finanțarea cu destinație specială de la bugetul de stat a unor servicii specializate conform priorităților și politicilor naționale în domeniul protecției sociale, stabilite de Guvern. Menționăm că Legea privind finanțele publice locale prevede, că prin transferuri cu destinație specială de la bugetul de stat se alocă bani bugetelor locale pentru finanțarea învăţământului preşcolar, primar, secundar general, special şi complementar, realizarea competenţelor delegate autorităţilor administraţiei publice locale de către Parlament și finanţarea cheltuielilor capitale.
