Pensiile angajaţilor structurilor de forţă vor fi stabilite şi achitate de către CNAS

Casa Naţională de Asigurări Sociale va prelua, începând cu 1 ianuarie 2017, atribuţiile de stabilire şi plată a pensiilor angajaţilor structurilor de forţă. În acest sens, Guvernul a aprobat o serie de modificări şi completări la Legea asigurării cu pensii a militarilor şi a persoanelor din corpul de comandă şi din trupele organelor afacerilor interne. Măsura are ca scop instituirea unei singure instituţii responsabile de stabilirea şi achitarea pensiilor, inclusiv a angajaţilor structurilor de forţă, precum şi asigurarea unui sistem transparent şi eficient de utilizare a mijloacelor publice. În prezent, asigurarea cu pensii a militarilor în termen, a celor care satisfac serviciu prin contract, a persoanelor din corpul de comandă şi din trupele organelor afacerilor interne, precum şi a familiilor acestora este efectuată de către şase autorităţi diferite. Totodată, auditul de performanţă privind sistemul de pensii în Republica Moldova, realizat de Curtea de Conturi în 2015, a constatat că sistemul informaţional pentru stabilirea pensiilor organelor de forţă este unul învechit şi nu asigură procesarea eficientă a datelor. În acelaşi timp, situaţia curentă, determină lipsa unei informaţii sistematizate privind cheltuielile reale aferente tuturor categoriilor de pensii, numărul efectiv de pensionari în Republica Moldova, precum şi alţi indicatori relevanţi. Prim-ministrul Pavel Filip a subliniat că acest proiect este primul dintr-un concept mai amplu de reformare a sistemului de pensii. Urmare a acestei reforme vor fi majorate pensiile celor, care se pensionează începând cu anul 2017, dar vor fi și valorizate pensiile celor care s-au pensionat după anul 1999 și au fost defavorizați la calcularea pensiei. Premierul a conchis că datorită implementării reformei în domeniu va fi asigurat un sistem de pensii sustenabil și echitabil. Proiectul de lege va fi transmis Parlamentului pentru examinare.
