Платформа E-Achizitii оправдывает ожидания

Заместитель министра финансов Юрий Чичибаба представил четвертый отчет по Мониторингу системы государственных закупок в Молдове. Он напомнил, что в ноябре 2016 г., после подписания Меморандума о сотрудничестве в реализации пилотного проекта электронных государственных закупок между Министерством финансов, Государственным агентством по госзакупкам, частным сектором и неправительственными ассоциациями, был запущен процесс разработки и внедрения электронной системы E-Achizitii. Целями создания электронной системы госзакупок, по заявлению Министерства Финансов, стали децентрализация, исключение бюрократических проволочек, обеспечение прозрачности процесса госзакупок и исключение коррупционной составляющей. Также немаловажным фактором стало снижение стоимости участия в тендерах на платформе государственных закупок (по предварительным данным, оформление заявки не превысит 200 леев). Платформа E-Achizitii, разработанная при поддержке ЕБРР (стоимость проекта составляет порядка 1 млн леев), уже запущена и работает в тестовом режиме. Юрий Чичибаба рассказал, что Электронная платформа реализована на базе ресурсов Центра электронного управления - M-cloud и M-Sign. В будущем планируется связать электронную систему государственных закупок со всеми электронными продуктами Центра электронного управления при Правительстве, объединить всю цепочку госзакупок, начиная с планирования и заканчивая осуществлением оплаты. Замминистра особо подчеркнул, что в систему E-Achizitii будут внедрены инструменты анализа проводимых госзакупок, доступные любому лицу, независимо от того, зарегистрировано оно в системе или нет. Платформа E-Achizitii уже работает в пилотном режиме, информация находится в открытом доступе. Полностью запустить платформу планируется в мае 2017 г.
