Приднестровье определило особенности финансирования бюджетных расходов

Финансирование первоочередных бюджетных расходов в Приднестровье будет производиться, исходя из имеющихся возможностей, «пропорционально поступающим доходам». Как сообщает «Инфотаг», такое решение приняло накануне правительство ПМР. Согласно принятому постановлению «О некоторых особенностях финансирования расходов бюджетов различных уровней» создана «государственная комиссия», призванная определять объем финансирования, направляемый, как на минимальные нужды обеспечения бюджетных учреждений, так и на социальные выплаты. По словам министра финансов Елены Гиржул, «из-за ухудшающейся динамики поступлений для финансирования дефицита бюджета по социальным статьям недостаточно не только собственных средств, но и привлекаемых». «В январе-феврале все средства направлялись только на выплату заработной платы, пенсий и пособий. Такие социально защищенные статьи, как питание, медикаменты, содержание детских домов - не финансировались. При этом, задолженность по зарплате приближается к 50 млн. руб. В бюджет поступило на 31,4% меньше средств, чем за аналогичный период 2014 г. Основной причиной является значительное уменьшение платежей по таможенным пошлинам - в 3,5 раза», - сказала она. По ее словам, созданная комиссия, в первоочередном порядке определит минимальный объем, который направит на приобретение медикаментов, питания, ГСМ для больниц, станций скорой помощи, правоохранительных органов. «Оставшуюся часть средств пропорционально распределим на выплату зарплат и пенсий, чтобы каждый работник бюджетной сферы, каждый пенсионер смог ежемесячно получать зарплаты и пенсии, и чтобы по ним не образовывались задолженности на месяцы вперёд», - сказала Гиржул. Глава правительства Татьяна Туранская подчеркнула, что «введённый особый порядок финансирования – мера вынужденная и временная», а «для принятия оперативных решений в меняющейся обстановке комиссия будет собираться не реже одного раза в месяц».
