Приднестровье сокращает размеры таможенных платежей

Государственный таможенный комитет ПМР объявляет об изменениях в видах и ставках таможенных платежей, сообщает официальный сайт Государственного таможенного комитета. Изменения вступят в действие 22 мая 2015 года. Совместным Приказом ГТК ПМР и Министерства экономического развития ПМР № 73/39 от 4 марта 2015 г. сокращен размер платежа, взимаемого таможенными органами при передаче информации на таможенные пункты пропуска о наличии разрешительных документов при ввозе товаров, подлежащих фитосанитарному, ветеринарно-санитарному контролю, пестицидов и агрохимикатов, а также взрывчатых и отравляющих веществ. Данный сбор (плата за информирование с использованием электронных систем и средств связи ГТК ПМР) снизится в 3,5 раза и составит 15 руб. ПМР. Изменения коснулись и процедуры помещения товаров на ответственное хранение. Ввиду развития в Приднестровье системы складов временного хранения с целью оптимизации таможенных процедур, приказом устанавливается отдельный сбор за содержание товаров на складах временного хранения (СВХ), владельцами которых являются таможенные органы ПМР. Размер сбора составит 0,2% от таможенной стоимости в сутки. В таких складах созданы специальные условия для хранения товаров, есть необходимое оборудование для погрузки/разгрузки, взвешивания и т. д. В ГТК уточняют, что пока СВХ функционируют в зоне деятельности Тираспольской таможни, на первоначальном этапе нововведение коснётся и участников внешнеэкономической деятельности, взаимодействующих с данным подразделением. В случае если товар помещается на ответственное хранение не на СВХ, а на иные склады ГТК, будет применяться действующий сбор в размере 0,1% от таможенной стоимости в сутки. Речь идет о грузах, декларируемых в Бендерской, Дубоссарской и Рыбницкой таможнях. Еще одно изменение связано с процедурой выдачи разрешений на использование особого порядка декларирования. Приказом ГТК и Минэкономразвития введен сбор за выдачу разрешения на использование особого порядка декларирования. Он составляет 1 427,20 руб. ПМР. Кроме того, в рамках предоставления таможенными органами ПМР услуг по информированию (в соответствии с нормами Таможенного кодекса ПМР), установлены следующие виды платежей:
  • плата за информирование с выдачей копий документов, представляемых для целей таможенного оформления (она составит 0,70 руб. ПМР за одну страницу);
  • плата за информирование по запросу экономического агента с выдачей из архива заверенных копий документов — 3,20 руб. ПМР за одну страницу;
  • плата за информирование путем предоставления данных таможенной статистики внешней торговли — 70 руб. за код ТН ВЭД.
