Promovarea băuturilor alcoolice va fi restricţionată

Se interzice orice formă de publicitate a producţiei alcoolice, inclusiv prin intermediul surselor de radio şi televiziune, presei scrise, reţelelor de internet, telefonice, telegrafice, serviciilor cinematografice şi video, în interiorul sau pe mijloacele de transport public. Un proiect de lege ce prevede reglementarea publicităţii şi promovării alcoolului, în deosebi, în rândul tinerilor, a fost votat în prima lectură în cadrul şedinţei plenare a Parlamentuluidin 6 iunie 2017. Proiectul este elaborat și impus de imperativele situației actuale în care se află Republica Moldova la capitolul consumului alcoolului. De asemenea, proiectul este elaborat în concordanță cu programul național de control al alcoolului 2012-2020, a menționat Vice-ministrul Sănătății, Liliana Iașan, care s-a referit și la costurile mari pentru tratarea persoanelor ce suferă de alcoolism. La evidența Instituțiilor Medico-Sanitare se află peste 47 000 persoane ce suferă de alcoolism, iar în anul 2014 au fost tratați circa 8600 de pacienți staționar, un caz costând peste 5800 lei, a specificat Vice-ministrul. În același timp, proiectul stipulează și o listă de excepții, în ceea ce privește promovarea acestor produse prin intermediul publicității. Astfel, băuturile alcoolice vor fi văzute: • Prin intermediul surselor de radio și TV între orele 22.00 și 7.00 • În presa scrisă, cu excepția primei și ultimei coperte sau pagini a materialelor tipărite • În unitățile de comerț care comercializează producție alcoolică • În sediile agenților economici care produc sau importă producție alcoolică, precum și pe teritoriul aferent. Vice-ministrul Sănătății a specificat că în legislația curentă sunt stipulate anumite prevederi ce țin de interzicerea publicității băuturilor alcoolice prin publicitatea indirectă, iar noutatea prezentului proiect este reglementarea promovării alcoolului prin publicitatea directă, precum și prevederi mai clare pentru orele difuzării publicității date. Deputaţii, în timpul discuţiilor, au propus un șir de amendamente pentru îmbunătățirea inițiativei, cum ar fi, reducerea listei excepțiilor pentru publicitatea la alcool, cum acceptăm promovarea intensă a vinului, care este produs alimentar, dacă aceste reglementări nu ar aduce impedimente în activitatea marilor producători autohtoni, publicitatea pe interent etc. Republica Moldova a beneficiat de granturi generoase din partea USAID anume pentru promovarea băuturilor alcoolice locale și aici există o contradicție, a menționat un deputat. Amendamentele urmează a fi analizate pentru lectura a doua. Notă: Proiectul a fost elaborat cu scopul transpunerii Recomandării 2001/458/ECdin 05 mai 2011 cu privire la consumul de alcool de către persoanele tinere.
