Protecția drepturilor de proprietate intelectuală, digitalizată

În Republica Moldova va fi lansată o platformă informațională în domeniul protecției drepturilor de proprietate intelectuală. Aceasta va fi constituită din sistemul informațional în domeniul protecției obiectelor de proprietate intelectuală  (SI e-OPI) și sistemul informațional „Registrul cererilor de intervenție” (SI e-RCI). Cabinetul de miniștri a aprobat proiectul hotărârii respective.
 
Posesor și deținător al SI e-OPI va fi Agenția de Stat pentru Proprietatea Intelectuală, iar în calitate de administrator tehnic – Serviciul Tehnologia Informației și Securitate. Totodată, posesor și deținător al SI e-RCI va fi Serviciul Vamal, iar Centrul de Tehnologii Informaționale în Finanțe va asigura administrarea tehnică a sistemului.

 

Sistemul informațional în domeniul obiectelor de proprietate intelectuală va putea fi utilizat de autoritățile competente din sectorul public cu atribuții în domeniul respectiv, precum și de reprezentanții sectorului privat – titularii drepturilor de proprietate intelectuală. Sistemul va permite comunicarea între autorități, monitorizarea încălcărilor drepturilor de proprietate intelectuală, posibilitatea de raportare și extragere a datelor etc. Autorii consideră că implementarea acestui sistem va duce la îmbunătățirea schimbului de date veridice și complexe, oferind un mecanism statistic pentru monitorizarea protecției drepturilor de proprietate intelectuală.

 

La rândul său, SI e-RCI este un sistem automatizat constituit dintr-un ansamblu de resurse și tehnologii informaționale aflate în interconexiune, care permite titularilor de drepturi de proprietate intelectuală depunerea în regim online a cererilor de intervenție pentru aplicarea la frontieră a măsurilor de protecție a proprietății intelectuale, iar Serviciului Vamal îi oferă un mecanism de gestionare a cererilor de intervenție depuse.

 

Realizarea prevederilor se va efectua din contul mijloacelor financiare prevăzute anual în bugetul de stat. Pentru suportul tehnic și dezvoltarea SI e-RCI în bugetul de stat pentru anul curent sunt prevăzute 200 mii lei.
