Расширен список участников программы «Prima Casă»

На прошлой неделе парламент РМ одобрил расширение ипотечной госпрограммы «Prima Casă» («Первый дом») за счет новых категорий бенефициаров. В частности, депутаты одобрили в первом чтении поправки в Закон о некоторых мерах по реализации госпрограммы «Prima Casă», которые содержат ряд мер по ее улучшению. Планируется, что бенефициарами программы смогут стать лица, на каждого члена семьи которых приходится менее 6 кв. м жилья. До настоящего времени для участия в Программе отбирались только лица, не имеющие в исключительной или совместной с супругом/супругой собственности в течение года до предоставления заявки на кредит. Также оговорено, что бенефициарами «Prima Casă» могут стать лица, обладающие жильем в селе (коммуне), полученным вследствие наследства или дарения, за исключением населенных пунктов в составе мун. Кишинев. Кроме того, поправки уточняют, что комиссия за гарантию исчисляется ежемесячно кредитором (финансирующим банком) с первого дня предоставления кредита бенефициару программы из остатка госгарантии и до полного погашения кредита, а в случае исполнения госгарантии – до продажи ипотечного жилья. Также депутаты одобрили поправки в Налоговый кодекс и в Закон о бюджете государственного социального страхования на 2018 г., чтобы предусмотреть для будущих участников Программы «Prima casă» выплату денежного возмещения. Предлагается, чтобы суммы этих компенсаций не облагались подоходным налогом и были освобождены от других выплат. Порядок предоставления компенсаций из госбюджета будет установлен в соответствии с Положением, утвержденным правительством. Другие одобренные поправки предусматривают, что микрофинансовые организации будут обязаны предоставить по меньшей мере одному бюро кредитных историй информацию, которой обладают относительно заемщиков - физических лиц. Таким образом, коммерческие банки будут иметь доступ к полной информации о кредитах заявителя из других финансовых учреждений. Напоминаем, что программа «Prima Casă» была запущена 26 марта текущего года. До настоящего времени ее бенефициарами стали более 160 человек. Поскольку программа реализуется через госгарантию, продукт становится более доступным по сравнению с другими кредитами на недвижимость.
