Rectificarea bugetului pentru 2015, votată în prima lectură

Parlamentul a votat în prima lectură rectificările aduse la bugetului de stat pentru anul 2015. Astfel, veniturile au fost micşorate cu 1 miliard 186 de milioane de lei, o scădere cu aproape 4 la sută. Totodată, cheltuielile au fost tăiate cu 4,6 la sută, până la 1 miliard 590 de miliarde de lei. Deficitul bugetului de stat a scăzut cu 10 la sută, adică cu 4,4 milioane de lei. Potrivit ministrului Finanțelor, Anatol Arapu, principalii factori care conduc la diminuarea veniturilor bugetului sunt încasările reduse la TVA și alte plăți legate de diminuarea valorică a comerțului exterior, reducerea importurilor cu mult peste valoarea prognozată la elaborarea bugetului, suspendarea temporară a suportului bugetar din partea Comisiei Europene. Arapu spune că modificările urmăresc identificarea resurselor financiare în scopul suplimentării ajutorului social şi ajutorului pentru perioada rece a anului, în legătură cu majorarea tarifelor la energia electrică şi gaze naturale şi revizuirea programelor de cheltuieli. Astfel, Arapu a propus renunţarea la o serie de cheltuieli. Printre sectoarele afectate se numără şi reconstrucţia şi reparaţia drumurilor. Din Fondul rutier vor fi reduse 485 de milioane de lei. Vor fi stopate şi lucrările de proiectare a gazoductului Ungheni-Chişinău. Potrivit ministrului Finanțelor, deficitul bugetar în acest an constituie 3,4 la sută din PIB. Pentru a intra în vigoare, proiectul de rectificare a bugetului de stat pentru 2015 urmează a fi adoptat de către Parlament. Președintele Parlamentului Andrian Candu a solicitat Comisiei economie buget și finanțe să pregătească raportul pentru ca săptămâna viitoare să fie votate modificările în lectura a doua și finală.
