Reevaluarea imobilelor în scop de impozitare. Costurile

Un proiect de hotărâre de Guvern pentru aprobarea Regulamentului privind reevaluarea bunurilor imobile a fost lansat de către Agenţia Relaţii Funciare şi Cadastru. Potrivit autorilor, documentul are drept scop aprobarea mecanismului de recalculare (actualizare), în scopul impozitării, a valorii estimate anterior a bunurilor imobile. Această procedură va costa statul de la 6,5 la 10 mil. lei anual și va fi realizată de Întreprinderea de Stat „Cadastru”. Proiectul prevede că reevaluarea generală a bunurilor imobile în scopul impozitării se va efectua o dată la trei ani, conform prevederilor Codului fiscal. Reevaluării vor fi supuse toate bunurile imobile pe întreg teritoriul ţării după categorii/subcategorii de bunuri imobile. Consecutivitatea reevaluării generale este stabilită în Regulament. În perioada dintre două reevaluării generale, la solicitarea autorităţilor locale poate fi efectuată reevaluarea curentă a bunurilor imobile dintr-o anumită localitate, iar sursele de finanţare vor fi mijloacele bugetului local si alte surse conform legislaţiei. Evaluarea categoriilor de bunuri imobile în scopul impozitării, reflectă preţurile medii de piaţă la situaţia din 01 iunie a anului când au fost executate lucrările de evaluare. Ultimele evaluări au fost efectuate la:
  • 1 iunie 2004 - pentru apartamente,
  • 1 iunie 2005- pentru case individuale de locuit din localităţile urbane
  • 01 iunie 2005 - pentru garaje şi loturi din întovărăşirile pomicole
  • 01 iunie 2007- pentru bunuri imobile comerciale şi industriale
  • 01 iunie 2009 - pentru terenuri cu destinaţie agricolă cu construcţiile amplasate pe ele, care se utilizează în activitatea de întreprinzător
  • 1 iunie 2012 - pentru case de locuit din localităţile rurale ale municipiilor Chişinău şi Bălţi.
Autorii proiectului susțin că implementarea prevederilor acestuia va contribui la crearea unui cadru legal adecvat, în vederea stabilirii unor impozite obiective, reale şi adecvate. Link : http://www.arfc.gov.md/transparenta/proiecte
