Реформа системы обучения и экзаменации водителей вынесена на открытые обсуждения

Концепцию реформирования системы обучения и экзаменации водителей транспортных средств сегодня обсудили в Министерстве информационных технологий и связи представители Центра государственных информационных ресурсов «Registru», неправительственных организаций и предприятий в области подготовки водителей. Замглавы Мининформтехнологий Юлиан Постикэ выступил с презентацией концепции, предложенной министерством в мае. По его словам, она принесет много нового для Молдовы и предусматривает комплекс мер по изменению нынешней ситуации, когда у водителей зачастую низкая квалификация, водительские удостоверения покупаются, в системе отмечается коррупция и т.д. Мы будем предлагать поправки в законодательство, предусматривающие оптимизацию процесса обучения, введения удостоверения начинающего водителя, которое будет выдаваться гражданам, достигшим 17 лет, при условии вождения с помощником, введения испытательного срока, теста на восприятие риска и т.д. Кроме того, претерпит изменения и практический экзамен, для этого мы создадим современные автодромы, которые позволят устранить человеческий фактор во время экзамена, - уточнил Постикэ. Министр информационных технологий и связи Василе Ботнарь заявил, что все предложенные изменения будут вынесены на консультации со специалистами из всех государственных структур и на последующие открытые обсуждения. Мы решили провести жизнеспособную и по-настоящему полезную реформу, что позволит готовить профессиональных и хорошо обученных водителей в соответствии с европейскими стандартами. Поэтому у министерства будет гибкая позиция, оно будет принимать во внимание мнения всех сторон, участвующих в процессе подготовки и экзаменации водителей, - подчеркнул Ботнарь. На основе полученных предложений и возражений будут разработаны поправки в законодательные и нормативные акты. Ожидается, что новые правила начнут применяться с 2017 года.
