Sindicatele au înaintat mai multe amendamente la proiectul politicii bugetar-fiscale pe anul 2017

Confederația Națională a Sindicatelor din Moldova (CNSM) cere reducerea TVA pentru livrarea de îmbrăcăminte și încălțăminte pentru copii și scutiri anuale semnificative pentru persoanele întreținute. Acestea sunt câteva dintre propunerile de modificare a politicii bugetar-fiscale pe anul 2017. În acest sens, CNSM a înaintat Guvernului mai multe amendamente la proiectul Legii respective. Astfel, s-a propus majorarea tranșei de venit impozabil, a scutirii anuale personale, a scutirii anuale personale majore și a scutirii anuale pentru persoanele întreținute, reieșind și din indicele prețurilor de consum efectiv în anul 2015 (109,7%) și cel prognozat pentru 2016 (106,8%), nu doar din cel prognozat pentru 2017 (105%). Implementarea acestor propuneri ar putea costa statul 701,8 mil. lei, arată calculele CNSM. Această măsură are drept scop susținerea persoanelor fizice cu venituri mici și transpunerea treptată a presiunii fiscale asupra populației cu venituri medii și mai sus de medii, a menționat Sergiu Sainciuc, vicepreședinte al CNSM. Sindicaliștii mai insistă asupra nesupunerii impozitării a indemnizației de concediere, deoarece scopul acesteia este de a acoperi anumite riscuri și de a contribui la protecția socială a persoanelor care au rămas fără un loc de muncă. Alte propuneri la proiectul de lege țin de stabilirea unui nou mecanism de plafonare a taxelor locale, reducerea cotei TVA de la 20% la 5% la livrările de îmbrăcăminte și încălțăminte pentru copii (ca măsură de susținere a familiilor tinere în situația actuală de criză) și stabilirea TVA la importul și livrarea autoturismelor pe teritoriul Republicii Moldova. De asemenea, CNSM solicită menţinerea ca deducere a alocaţiilor făcute de angajatori sub formă de donaţii şi sponsorizări organizaţiilor sindicale.
