Социальную помощь придется отрабатывать

При принятии решения о предоставлении или непредоставлении социального пособия и/или пособия на холодный период года, а также о прекращении права на него, будет учитываться совокупный доход семьи, в который включаются полученные в денежной форме доходы от оплачиваемого труда, от всех видов предпринимательской деятельности, доходы от использования сельскохозяйственных земель и земельных участков, а также иные виды доходов, включая доходы от собственности. Изменения и дополнения в Закон № 133 о социальном пособии от 13 июня 2008 г. опубликованы в МО 12 января текущего года. Таким образом, вступили в силу положения о необходимости выполнения получателями социальных пособий работ в интересах сообщества, организуемых, управляемых и контро- лируемых примарами населенных пунктов, которым также предстоит составлять планы выполняемых работ и доводить их до сведения общественности. Проверка информации, представленной для назначения социальной помощи, будет производиться посредством обмена информацией между информационными системами задействованных органов, на основании представленных справок, подтверждающих документов или социальных анкет. Лица, которые обязаны будут выполнять данные работы, вправе быть письменно, под подпись, проинформированы о работах и времени их выполнения, а также пройти инструктаж о нормах по охране здоровья и безопасности труда. Помимо этого, они будут обеспечены необходимым для выполнения работ инвентарем. Количество часов, отработанных в интересах сообщества, рассчитывается территориальной структурой социального обеспечения посредством Автоматизированной информационной системы «Социальная помощь», пропорционально размеру социального пособия, которое получает семья, но не будет превышать 40 часов в месяц. Выполняющим работы в интересах сообщества гарантируется соблюдение их прав и интересов и они не обязаны выполнять работы, ущемляющие их честь и человеческое достоинство. От работ будут освобождены безработные из семей, для которых установленный размер социального пособия составляет до 30% включительно от уровня минимального гарантированного ежемесячного дохода, а также имеющие право на социальное пособие, но находятся в ситуации, не позволяющей участвовать в работах в интересах сообщества. В случае отказа от выполнения указанных работ, примар составляет протокол и представляет его в территориальный орган по предоставлению социальной помощи, руководитель которого в течение пяти рабочих дней с момента получения протокола предупреждает получателя в письменной форме о прекращении права на социальную помощь в случае повторного отказа от выполнения работ в интересах сообщества. Также будет пересмотрен статус несовершеннолетних при предоставлении семьям пособий. Если не достигшее 18 лет лицо вступило в брак, работает по трудовому соглашению или занимается предпринимательской деятельностью, в условиях Закона №133 оно будет считаться взрослым.
