Șoferii care nu achită amenzile rutiere de la camerele video nu vor putea efectua testarea tehnică

Ministerul Afacerilor Interne propune introducerea cazierului contravențional pentru autovehicule. Așa că, pentru efectuarea testării tehnice, șoferii vor fi obligați să prezinte și un cazier contravențional, care va conține informaţia deţinută de poliţie despre procesele contravenționale în privința mijlocului de transport. În acest sens, MAI a propus spre dezbateri publice un proiect de lege. Potrivit autorilor, proiectul fost elaborat pentru a exclude lacunele existente în prezent. Și anume, stabilirea identității persoanei care a condus mijlocul de transport, la data când a fost fixată încălcarea prin intermediul sistemelor de monitorizare video, denotă anumite dificultăți. Din acest motiv, legea contravențională nu își atinge scopul. În context, autorii susțin că, între constatarea/examinarea contravențiilor și rata de achitare a sancțiunilor aplicate conform normelor Codului contravențional, există o disproporționalitate impunătoare, care se datorează inaplicabilității normelor juridice. De asemenea, lipsește un mecanism eficient de determinare a conducătorilor auto la achitarea amenzilor rutiere. Conform documentului, cazierul contravențional urmează a fi eliberat de subdiviziunea specializată a Ministerului Afacerilor Interne. Costul acestuia va fi de 60 de lei în cazul în care se solicită în termen de 1 zi. Pentru eliberarea în decurs de 10 zile, prețul va fi de 30 de lei. Precizăm că, în prezent, înainte de efectuarea testării tehnice obligatorii, posesorii de vehicule sunt obligaţi să prezinte expertului de inspecţie tehnică periodică următoarele acte:
  • buletinul de identitate;
  • certificatul de înmatriculare a vehiculului;
  • permisul de conducere;
  • procura sau alt document care confirmă împuternicirile acordate;
  • certificatul de asigurare obligatorie a răspunderii civile;
  • chitanţele de plată a taxelor de testare şi de folosire a drumurilor.
