Șomerii vor presta activități de interes comunitar

Șomerii înregistrați la agenția teritorială pentru ocuparea forței de muncă din cadrul familiilor beneficiare de ajutor social vor fi obligați, la solicitarea primarului, să presteze activități de interes comunitar. Un proiect în acest sens este propus de Ministerul Muncii, Protecției Sociale și Familiei și are drept scop eficientizarea mecanismului de implementare a Programului de ajutor social. Conform proiectului, șomerii vor presta serviciile cu respectarea duratei normale a timpului de muncă și a normelor de securitate și sănătate în muncă. Proiectul prevede că orele de prestare a activităților de interes comunitar se vor calcula proporțional cuantumului ajutorului social de care beneficiază familia, cu condiția să nu depășească 40 de ore pe săptămână. Totodată, sunt stabilite și anumite excepții în acest sens. Familiile pentru care suma stabilită a ajutorului social este de până la inclusiv 30% din nivelul venitului lunar minim garantat sau în cazul în care șomerul este în incapacitate temporară de muncă, vor fi scutite de la prestarea activităților de interes comun. Șomerii vor prezenta certificatul eliberat de către medicul de familie sau concluzia consiliului medical. În acest sens, primarul sau viceprimarul vor întocmi anual un plan de acțiuni de interes comunitar și vor afișa lunar planul de acțiuni de interes local pe luna curentă, precum și situația activităților prestate în lunile curente. De asemenea, vor ține evidența persoanelor care efectuează aceste activități și a orelor prestate. Totodată, primarul va transmite, lunar, Direcției asistență socială și protecție a familiei lista persoanelor care au efectuat, dar și a celor care au refuzat efectuarea respectivelor lucrări. Modalitatea de organizare, tipul de lucrări, calcularea numărului de ore, evidența și controlul activităților de interes comunitar vor fi stabilite de Guvern. Proiectul mai prevede și cazurile de modificare a cuantumului ajutorului social. Astfel, cuantumul poate fi modificat dacă survine modificarea venitului lunar minim garantat al familiei sau modificarea cuantumului prestațiilor sociale stabilite sau a salariului minim pe țară sau dacă survin schimbări în informațiile care au fost scrise în cererea pentru acordarea ajutorului social. Implementarea proiectului nu va necesita mijloace suplimentare din bugetul de stat, iar Guvernul, în termen de 6 luni din data publicării legii, va aduce actele sale în concordanță cu prevederile menționate.
