Совет по конкуренции планирует либерализировать рынки к 2020 году

К 2020 году малые и средние предприятия смогут работать на свободном от монополий рынке, что позволит экономике развиваться быстрее. Это предусматривает национальная программа по конкуренции и государственной помощи. Документ разработан Советом по конкуренции и должен быть утверждён парламентом. Если все задачи этой программы будут выполнены, удастся либерализировать экономику до предложенного нами уровня. Мы пришли к основному выводу, что проблемы конкуренции на рынках урегулированы. Идёт ли речь о чрезмерном урегулировании или существуют проблемы с регулятором - это уже другой вопрос, - сказала председатель Совета по конкуренции, Виорика Кэраре. Совет по конкуренции достойно справляется со своими задачами и в правовых рамках. Юридическая комиссия, парламент в целом готов вам помочь усовершенствовать законодательство, сказала глава парламентской Комисии по вопросам права, Раиса Апольски. Приведённые в докладе о деятельности Совета по конкуренции цифры показывают, что борьба с монополиями становится все более жёсткой. Так, в прошлом году ведомство выписало штрафов на сумму, превышающую 38 миллионов леев. Годом ранее этот показатель составил всего миллион 700 тысяч. В большинстве случаев нарушения были связанны с злоупотреблением доминирующим положением, недобросовестной конкуренцией и антиконкурентных действий органов госвласти. Был случай, когда мы не были уведомлены об экономической концентрации, в следствии чего весь акционерный капитал одной турфирмы был приобретён другой компанией и, таким образом, был монополизориван авиарейс Кишинёв-Анталия. Нами был выписан штраф в 21 миллион леев, а также обязали экономического агента перепродать незаконно купленные акции. То есть сделка была аннулирована, сказала председатель Совета по конкуренции, Виорика Кэраре. Сейчас Совет по конкуренции расматривает картельный сговор между сетями супермаркетов. Результаты будут представлены к концу года.
