Специальная процедура экспроприации коснется 4,6 тыс. владельцев недвижимости

Законодательный орган Молдовы одобрил введение специальной процедуры экспроприации недвижимости, расположенной в зоне строительства газопровода Унгены-Кишинев. Принятые депутатами в первом чтении поправки в Закон о провозглашении общественной полезности работ национального значения по строительству газопровода Унгены–Кишинев предусматривают, что, в отступление от положений Закона о разрешении выполнения строительных работ, разрешение на строительство будет выдаваться национальным руководящим органом в строительстве без нотариально заверенного соглашения владельцев/совладельцев недвижимости/земельного участка, чьи интересы могут быть непосредственно затронуты при выполнении строительных работ и в ходе эксплуатации газопровода, в том числе, без сертификата об отсутствии археологической значимости, при условии, что строительные работы будут выполняться только после завершения археологических исследований. Оговорено, что работы по строительству газопровода будут предшествовать и/или выполняться одновременно с процедурой экспроприации, не мешая ходу внедрения проекта. Поправки нацелены на исключение любых рисков и препятствий в процессе реализации проекта строительства. В документе детально описывается порядок выплаты компенсаций лицам, которые владеют недвижимым имуществом (земельными участками) и правообладателям на недвижимое имущество (земельные участки), которые лишатся своей собственности в результате строительства газопровода Унгены-Кишинев. Компенсации будут выплачены им на основе отчетов об оценке, разработанных оценщиками, обладателями сертификатов квалификации оценщиков недвижимого имущества. В целом специальная процедура экспроприации коснется 4,6 тыс. владельцев недвижимости.
