Транзитные таможенные декларации T1 будут оформляться только в электронном виде

Таможенная служба предлагает исключить необходимость представления транзитных таможенных деклараций Т1 на бумажном носителе и декларировать такие операции только в электронном виде. Это предусматривает проект по внесению изменений и дополнений в приказ Таможенной службы «Об утверждении методологических норм по применению транзитной системы по процедуре Т1». Как отмечается в пояснительной записке к документу, изменение действующего приказа необходимо для гармонизации основного законодательства и нормативных актов, а также для модернизации таможенных услуг в целом. Дело в том, что Таможенный кодекс (а именно Ст. 481) предусматривает использование транзитной декларации в электронной форме. "Электронная форма транзитной декларации состоит в обмене электронными сообщениями между таможнями, вовлеченными в транзитную операцию (таможня отправления и таможня назначения). Транзитная декларация заполняется в электронной форме декларантом и передается в этой форме на таможню отправления. Каждая транзитная операция идентифицируется путем присвоения ей в информационной системе единого регистрационного номера", - говорится в законе. В то же время, согласно действующим таможенным формальностям, для подтверждения транзитной операции таможня назначения отправляет оригинал экземпляра декларации Т1 в течение 10 дней с момента регистрации операции в Отдел надзора и транзитных гарантий. После проведения соответствующего контроля, но не раньше, чем в течение 5 дней, экземпляр декларации Т1 передается таможне отправления. Чтобы сократить эту цепочку, таможенная служба предлагает представлять декларации Т1 только в электронном виде. Это позволит исключить оборот и хранение большого количества деклараций на бумажном носителе на таможенных постах на выезде из страны. Будет облегчено трансграничное движение грузов, а отсутствие контакта между таможенником и декларантом позволит снизить риски коррупции. Процедуры таможенного оформления будут унифицированы – все декларации надо будет подавать только в электронном виде. Упразднение бумажного варианта больше всего отразится на экономических агентах, которые вынуждены приобретать типовые транзитные декларации на бумажных носителях, чтобы осуществлять таможенные процедуры Т1. Ведь кроме того, что сроки оформления транзитной декларации Т1 значительно сократятся, удастся сэкономить финансовые средства декларантов. По данным Таможенной службы, в 2016 году в Молдове было обработано более 155 тыс. деклараций по процедуре Т1. Стоимость оформления каждой транзитной декларации на бумажном носителе составляет около 5,1 лея. Таким образом, эффектом предложенных изменений станет экономия экономическими субъектами сотен тысяч леев.
