Tratamentul inechitabil în sistemul asigurărilor de stat, inadmisibil

Guvernul nu a susținut în şedinţa din 5 septembrie o inițiativă legislativă ce prevede extinderea categoriilor de persoane, pentru care Guvernul are calitatea de asigurat în sistemul de asigurare obligatorie de asistență medicală, prin includerea veteranilor de război neâncadrați în câmpul muncii. În avizul său Guvernul menționează că veteranii de război neîncadrați în câmpul muncii se pot regăsi în una dintre categoriile incluse deja în Legea cu privire la asigurarea obligatorie de asistență medicală, cum ar fi: persoanele cu dizabilități severe, accentuate sau medii, pensionarii, șomerii înregistrați la agențiile teritoriale pentru ocuparea forței de muncă, persoanele din familiile defavorizate care beneficiază de ajutor social conform Legii cu privire la ajutorul social. Mai mult decât atât, categoriile de persoane pentru care Guvernul are calitatea de asigurat sunt definite de Legea menționată din perspectiva lipsei unui venit corespunzător, care le-ar permite să se asigure pe cont propriu. Astfel, inițiativa menționată presupune o deviere de la acest criteriu fundamental și va produce efecte negative de tratament inechitabil și discriminatoriu în raport cu alte categorii de populație, a menționat ministrul Sănătății, Muncii și Protecției Sociale, Svetlana Cebotari. Menționăm că, potrivit art. 4 al Legii cu privire la asigurarea obligatorie de asistență medicală, Guvernul are calitatea de asigurat pentru mai multe categorii de persoane neangajate, printre care sunt copiii de vârstă preşcolară, elevii, studenţii din învăţământul superior universitar cu învăţământ de zi, inclusiv cei care îşi fac studiile peste hotarele ţării, gravidele, pensionarii, şomerii înregistraţi la agenţiile teritoriale pentru ocuparea forţei de muncă, mamele cu patru și mai mulți copii etc.
