Турция выступила с инициативой отмены либерализованного режима двусторонних и транзитных перевозок грузов для транспортников Молдовы

Об этом сообщило Национальное агентство автомобильного транспорта (ANTA) Молдовы, отметив, что министерство транспорта, морских дел и коммуникаций Турции высказалось за возврат в отношениях с Молдовой к системе разрешений для осуществления автомобильных грузоперевозок в двустороннем и транзитном режиме. Как подчеркнули в ANTA, двусторонние отношения в области международных автомобильных грузопассажирских перевозок между Молдовой и Турцией регулируются межправительственным соглашением, подписанным 3 мая 1994 г. в Кишиневе. Учитывая, что статьи 8 и 12 соглашения устанавливают, что перевозки грузов в двустороннем, транзитном режиме и в/из третьих стран осуществляются на основании разрешений, а также с целью развития торговых отношений между странами, либерализации и облегчения перевозки грузов в ходе заседаний молдавско-турецкой смешанной комиссии в области международного автотранспорта, которые проводились в 2002-2003 гг., стороны договорились о либерализации грузовых автоперевозок между Молдовой и Турцией и транзитных перевозок по их территории. В то же время, по инициативе министерства транспорта, морских дел и коммуникаций Турции от 10 ноября 2016 г., турецкая сторона предложила ввести в 2017 г. систему разрешений для двусторонних и транзитных перевозок грузов и передала Молдове в одностороннем порядке 500 разрешений для двусторонних/транзитных перевозок. Впоследствии, в результате переговоров с турецкой стороной, было решено сохранить либерализованный режим двусторонних/транзитных перевозок грузов и обсудить этот вопрос на заседании молдавско-турецкой смешанной комиссии в области международного автотранспорта, которое состоится в феврале 2017 г. в Кишиневе. Национальное агентство автомобильного транспорта Молдовы заявило, что о принятых на нем решениях будет сообщено дополнительно. Следует отметить, что с 1 ноября 2016 г. вступило в силу Соглашение о свободной торговле между Молдовой и Турцией, которое, как отмечают в Кишиневе и Анкаре, открывает новые возможности для продвижения и развития отношений между странами, роста товарооборота до $1 млрд, устранения барьеров в запуске новых двусторонних проектов.
