Упрощается процедура запроса социальной помощи

Правительство Молдовы одобрило поправки в Положение о порядке установления и выплаты социальной помощи. Одним из новшеств документа является возможность подачи ходатайства о получении социальной помощи не только в бумажном виде, но и по телефону. Все недостающие документы, необходимые для получения помощи, заявитель сможет занести в социальную службу в течение пяти дней с момента регистрации, равно как и дополнить недостающие данные. Кроме того, вводится механизм внедрения Соглашения о сотрудничестве, заключенного между бенефициаром социальной помощи и управлением или отделом социальной помощи и защиты семьи. Этим соглашением получатель социального пособия берет на себя обязательство использовать полученные финансовые средства в интересах семьи, в приоритетном порядке для обеспечения питанием, одеждой, на медицинское обслуживание и обязательное школьное обучение для детей. При заключении соглашения будут использоваться персональные данные бенефициара и его семьи, с его письменного согласия. Правильность использования полученных денег будут проверять созданные на местном уровне комиссии. В случае выявления неоднократного нарушения бенефициаром принятых обязательств, социальная помощь прекратится. Регистрация и проверка данных всех получателей социальной помощи и использования полученных средств планируется осуществлять через автоматизированную информационную систему «Социальная помощь» («Asistențа Socială»). На ее внедрение необходимо около 100 тыс. леев (72,2 тыс. леев – инвестиции в создание телефонной линии и приобретение телефонной станции, 27,1 тыс. леев – расходы на запись разговоров и хранение на сервере.
