USAID: Programul de Reforme Structurale în Moldova

Agenția Statelor Unite pentru Dezvoltare Internațională (USAID) a lansat la 30 ianuarie 2017 Programul de Reforme Structurale în Moldova, care va contribui la realizarea reformelor structurale de reglementare și stimulare a afacerilor și a comerțului în Moldova, inclusiv la îmbunătățirea comunicării strategice dintre sectoarele public și privat. Autorii programului speră că, în următorii patru ani, produsele moldovenești vor fi mult mai prezente pe piața Uniunii Europene, iar mediul de afaceri va deveni mai atractiv pentru investitori. Programul USAID pentru Reforme Structurale are patru piloni de bază: • facilitarea comerțului • îmbunătățirea climatului de afaceri • îmbunătățirea comunicării între diferiți actori economici • crearea unui fond pentru facilitarea activității comerciale. Programul USAID pentru Reforme Structurale în Moldova are scopul de a ajuta Republica Moldova să-și realizeze angajamentele asumate în cadrul Acordului de Asociere cu Uniunea Europeană și al Acordului privind Facilitarea Comerțului cu Organizația Mondială a Comerțului. Bugetul programului este de $11,2 mil. Durata de implementare a acestuia este de patru ani. Potrivit directorului de program, Douglas Muir, Programul urmează să stimuleze creșterea economică a Republicii Moldova și le va oferi producătorilor moldoveni sprijinul necesar pentru ca produsele lor să se afirme pe piața comună a Uniunii Europene, un ajutor sporit acordat întreprinderilor mici și mijlocii (IMM-uri), care au o pondere semnificativă în economie, cu 60% din totalul locurilor de muncă, potrivit surselor oficiale. Alte acțiuni prevăzute în program se referă la reducerea birocrației, inclusiv prin îmbunătățirea activității Serviciului Vamal și aplicarea soluțiilor digitale inovatoare, cum ar fi e-guvernare și Ghișeul Unic. De asemenea, programul va contribui la dezvoltarea economiei digitale, inclusiv prin evaluarea nivelului de pregătire a Moldovei pentru efectuarea comerțului electronic. O atenție sporită va fi acordată luptei împotriva corupției, considerată drept una dintre principalele piedici în calea dezvoltării economice. Inițiatorii programului speră că implementarea cu succes a acestuia va contribui la atragerea investițiilor în țară și va duce la îmbunătățirea poziției deținute de Republica Moldova în clasamentul indicatorilor economici internaționali.
