В Молдове создан Совет Проекта по регистрации и оценке имущества

Решение о создании совета приняло правительство, утвердив также его состав и Регламент организации и функционирования совета. Структура создана для согласования решений по политикам, касающимся внедрения данного проекта. Ранее сообщалось, что Молдова получит от Всемирного банка кредит в размере 30,1 млн евро для внедрения Проекта регистрации и оценки имущества. Средства будут выделены на концессионных условиях Blend, сроком на 30 лет, включая 5-летние «каникулы» по выплатам, под 1,38% годовых. Возврат основной суммы кредита будет осуществляться полугодовыми выплатами по 3,3% в период с 6-го по 25-й год, и 6,8% - с 26-го по 30-й гг. Проект призван улучшить качество и прозрачность системы администрирования земельными участками и оценки собственности, обеспечить повышенную защиту прав собственности граждан, местных и иностранных инвесторов, госучреждений и агентств, а также будет стимулировать развитие рынка недвижимости. Внедрение проекта поспособствует укреплению верховенства закона и повышению ответственности учреждений – будет обеспечена безопасность прав собственности, повысится прозрачность данных о недвижимой собственности и будет обеспечена эффективность кадастровой системы. Проект регистрации и оценки имущества имеет 4 компонента: первичная регистрация недвижимого имущества (15,3 млн евро); оценка недвижимого имущества (5 млн евро); улучшение системы администрирования имущества (7,8 млн евро), улучшение возможностей и менеджмент проекта (2 млн. евро). Реализация поставленных задач позволит властям страны проводить массовую оценку и регистрацию имущества на национальном уровне без прямых затрат для граждан и бизнеса. Ожидается, что в рамках проекта оценят все объекты недвижимости, включая земельные участки, для оптимизации системы их налогообложения. В настоящее время из примерно 6 млн объектов недвижимости, расположенных на территории Молдовы, было оценено более 800 тыс. объектов. В соответствии с программой внедрения ПРОИ, до конца этого года кадастровые работы будут начаты как минимум в 6 районах страны: Окницком, Единецком, Дондюшанском, Бричанском, Сорокском и Флорештском. Деятельность по измерению, регистрации и оценке недвижимости будут проводиться для правообладателей бесплатно, расходы будут покрываться за счет средств ВБ, выделенных Молдове.
