В Молдове запретят присадки для топлива и масел

В Молдове будет введен жесткий контроль за качеством реализуемого бензина и дизтоплива согласно стандартам, применяемым в Евросоюзе. Это предусматривает одобренное Правительством постановление о внесении поправок в ряд ранее принятых постановлений, которое вступит в силу с 24 февраля. Одобренный кабмином документ устанавливает: • технические характеристики для бензина и дизтоплива, которые гарантируют соответствие реализуемого в Молдове топлива европейским стандартам; • внедрение системы мониторинга качества бензина и дизтоплива в соответствии с требованиями законодательства ЕС и соблюдением обязательств, принятых Молдовой в рамках Соглашения об ассоциации. Согласно поправкам, в Молдове будут запрещены импорт, хранение и продажа бензина с тетраэтилом свинца. На рынок Молдовы будет допускаться только бензин и дизтопливо, соответствующие утвержденным новым техническим характеристикам качества горючего. Будут запрещены импорт, хранение и реализация на территории РМ абсорбирующих и галогенизированных присадок для топлива и масел. Основные нефтепродукты и сжиженный газ, предусмотренные для хранения и оптовой торговли, должны будут приниматься и храниться в специализированных хранилищах, построенных в соответствии с проектной документации, согласованной со всеми ответственными организациями, и прошедших государственную экологическую экспертизу. Минэкономики и инфраструктуры станет ответственным за систему контроля бензина и дизтоплива органом, а также будет утверждать национальный план отбора проб. Эта деятельность будет осуществляться инспекционными органами, утвержденными Министерством экономики и инфраструктуры. Ежегодно, до 31 августа, Минэкономики и инфраструктуры, совместно с признанными проверяющими органами, будет составлять годовой отчет с национальными данными мониторинга качества бензина и дизтоплива за предыдущий календарный год, который будет включать: информацию о качестве бензина и дизтоплива; общее количество проданного бензина и дизтоплива; количество бензина и дизтоплива, реализованного по регионам. Отчет с национальными данными по мониторингу качества бензина и дизтоплива будет опубликован на сайте Минэкономики и инфраструктуры. Импортеры и розничные продавцы бензина и дизтоплива обязаны будут подавать ежеквартально Минэкономики и инфраструктуры, на бумажном носителе и в электронном формате, информацию об общем количестве бензина и дизельного топлива, импортированном и размещенном на рынке, по его ассортименту и по регионам Молдовы. Импортеры, перевозчики и продавцы обязаны сохранять учет всех объемов бензина и дизтоплива, ввезенных на рынок, а также отчеты о проверки их качества, в течение не менее одного года. Помимо этого, инспекционный орган должен иметь страховые договоры со страховыми компаниями, юридически признанными на территории Молдовы, и иметь страховой полис для возмещения ущерба, который может быть причинен третьей стороне в результате его деятельности, с общим лимитом ответственности в размере не менее 4000 у.е.
