В Молдове владельцев квартир в многоэтажках будут штрафовать

Власти Молдовы намерены штрафовать жильцов многоэтажек, которые самовольно меняют планировки квартир и конструкцию площадей общего пользования. Согласно нововведениям, штрафом в размере 100 условных единиц будут наказываться физические лица, нарушившие конструкцию несущих стен, а также те владельцы квартир, которые увеличили жилые площади за счет балконов и лоджий. Любое расширение балконов тоже будет считается нарушением действующего законодательства, передает sputnik.md Штрафом в аналогичном размере будет наказываться переоборудование кухонь и санузлов за счет жилой площади, перенос канализационных и водопроводных сетей, а также вмешательство в вентиляционные системы и перенос батарей на балконы и лоджии. Новые поправки в Административный кодекс запрещают проводить работы по утеплению и покраске фасадов зданий без наличия соответствующей авторизации. Штраф за эти действия для физических лиц также составит 100 условных единиц. Все ремонтные работы должны начинаться не раньше 08.00 и заканчиваться не позже 18.00, в противном случае, денежное взыскание составит 50 условных единиц. Кроме того, по новому закону владельцы квартир будут обязаны обеспечить доступ в свое жилье работникам ЖЭКов, коммунальных служб и контролирующих органов. Немотивированный отказ жильца или собственника квартиры в доступе к инженерным сетям общего пользования или к общим элементам конструкции в случае запланированных проверок технического состояния здания, проверки счетчиков, ремонта элементов общего пользования, наказывается штрафом в размере 50 условных единиц для физических лиц, — говорится в поправках, разработанных министерством строительства. Аналогичный штраф будет применен и в случае, если жители многоэтажек перевозят в пассажирском лифте строительные материалы. Более того, денежное взыскание грозит и тем, кто создает беспорядок в лифте, коридорах и даже в собственной квартире. Уклонение владельцев приватизированных квартир от режима поддержания чистоты и соблюдения порядка в квартире, на лестничной площадке, в коридоре, лифте и подвалах наказывается штрафом в размере от 50 до 100 условных единиц или общественно-полезными работами, — отмечено в тексте документа. Наказывать леем будут не только недобросовестных жильцов, но и работников ЖЭКов. Так, уклонение администратора жилого блока от поддержания постройки в надлежащем состоянии наказывается штрафом в 50-100 условных единиц. Констатировать эти нарушения будет Государственная строительная инспекция по предварительному заявлению жильцов или администратора жилого здания по итогам проверок. За некоторые виды нарушений будет штрафовать полиция, — пояснила корреспонденту Sputnik начальник управления жилого фонда при Министерстве строительства Ольга Сербинос. Согласно действующему законодательству, одна условная единица в Республике Молдова равняется 20 леям. Министерство юстиции предложило к рассмотрению законопроект, повышающий денежный эквивалент условной единица до 50,5 леев.
