В Приднестровье не прошли поправки в закон об усилении валютного контроля

Депутаты Верховного совета не смогли принять поправки в Кодекс об административных нарушениях об усилении валютного контроля. Депутатскому корпусу не хватило одного голоса, чтобы принять законопроект в первом чтении — «за» проголосовал 21 парламентарий. Законопроектом предлагалось ликвидировать норму КоАП, регламентирующую минимальный размер валютной операции для признания её незаконной (30 РУ МЗП), а также ввести административный штраф за повторное совершение незаконной валютной сделки. Как отметила начальник управления финансового мониторинга Приднестровского республиканского банка Алёна Шульга, в законе о валютном регулировании и контроле отсутствуют положения о нижнем пределе валютных операций, признаваемых незаконными. При этом законодательная инициатива предполагала закрепление за правоохранительными органами права выносить предупреждение за совершение незаконной валютной операции в незначительном размере. Предлагаемые изменения в целом позволят повысить эффективность валютного контроля, — подчеркнула представитель Центробанка. Некоторые парламентарии посчитали, что малоразмерные незаконные валютные операции не принесут вреда экономике, и предложили отклонить законопроект, несмотря на рекомендации профильного комитета (по экономической политике, бюджету и финансам) принять законопроект в первом чтении. В свою очередь депутат Вячеслав Тобух отметил, что незаконные валютные операции невозможно проконтролировать, если установлен минимальный предел. «Не надо размывать нашу валюту и нивелировать её роль в стране», — призывал своих коллег парламентарий.
