В Приднестровье рассмотрят освобождение предприятий от налога на убытки

Президент Евгений Шевчук направил в Верховный Совет проект внесения изменения в закон «О налоге на доходы организаций». Законопроект предполагает освобождение от налога на убытки тех предприятий, в чьих доходах 70% составляет выручка от собственной продукции. Изменения также касаются и тех предприятий, у которых «доходы от продаж продукции, товаров, работ, услуг в целом не покрывают себестоимость реализованной продукции, товаров, работ, услуг без разделения по видам деятельности либо находятся на её уровне». Вследствие отрицательной динамики в экономиках торговых партнеров республики в I полугодии 2015 года с убытками работали 131 предприятие Приднестровья, из которых 40 – это промышленные предприятия, 12 – сельское хозяйство, 17 – транспортные организации. В настоящее время ввиду экспортной ориентированности приднестровской экономики и высокой ее зависимости от внешних сырьевых, энергетических и других ресурсов экономическая ситуация в республике подвержена сильному влиянию негативных тенденций в сопредельных государствах и основных странах-партнерах ПМР, - говорится в пояснительной записке к законопроекту. Имеет место падение спроса на приднестровскую продукцию на традиционных для республики рынках (Российская Федерация, Украина, Республика Молдова), что обусловлено в первую очередь девальвацией национальной валюты данных государств, снижением платежеспособности торгово-закупочных предприятий и прочими факторами, - отмечается в приложении. Напомним, вопрос о снижении налогового бремени для предприятий обсуждался в середине декабря 2015 года в ходе заседания Правительства. Минфин предложил не производить расчёт налогооблагаемой базы тех предприятий, которые по итогам 2015 года получили убыток. Теперь данную инициативу рассмотрят депутаты Верховного Совета. Режим законодательной необходимости данного проекта обязует членов парламента вынести его на обсуждение в течение следующих 10 рабочих дней.
