Veniturile obţinute din dobânzile de la VMS în continuare nu vor fi impozitate

Examinînd propunerea Preşedinteluil Republicii Moldova, prezentată cu titlu de iniţiativă legislativă (nr.286 din 25 septembrie 2017) de excludere a veniturilor sub formă de dobânzi de la VMS din lista veniturilor neimpozabile, Guvernul a decis respingerea acesteia. În motivarea Executivului, publicată în MO din 17 noiembrie curent se spune că, de la momentul creării și funcționării pieței valorilor mobiliare de stat (VMS) în Republica Moldova și până în prezent, veniturile obținute sub formă de dobânzi de la VMS nu au fost impozitate. Prin această acțiune, obiectivul primar urmărit de către Guvern este dezvoltarea pieței interne a VMS, obiectiv specific stabilit anual în programele de management al datoriei de stat pe termen mediu (cel mai recent – Programul „Managementul datoriei de stat pe termen mediu (2017-2019)”, aprobat prin Hotărîrea Guvernului nr.1372 din 20 decembrie 2016). Impozitarea veniturilor de la VMS ar avea drept rezultat majorarea ratelor dobânzii la aceste instrumente financiare în mărimea impozitului care urmează a fi aplicat, iar, în consecință, majorarea cheltuielilor bugetare pentru serviciul datoriei de stat interne. Ratele dobânzii la VMS servesc drept referință (benchmark) pentru diverse autorități publice centrale și locale sau entități de interes public în luarea unor decizii privind contractarea de împrumuturi, plasarea mijloacelor bănești disponibile la depozite, emisiunea de valori mobiliare etc. Impozitarea veniturilor obţinute sub formă de dobânzi de la VMS ar putea face ca Guvernul să piardă capacitatea de exercițiu și/sau să fie limitat în asumarea unor decizii de finanțare a unor programe sociale, medicale și culturale necesare societății.
