Временные трудности центров технической поддержки ККМ

В последнее время несколько экономических субъектов, намеревающихся осуществлять деятельность в качестве Центров по технической поддержке контрольно-кассовых машин с фискальной памятью (ЦТП ККМ), столкнулись с тем, что не могут получить разрешительный документ, необходимый для начала деятельности. Ранее необходимое свидетельство выдавалось Департаментом стандартов, метрологии и технического надзора, а после передачи этой функции ГНС Законом № 138 от 17.06.2016 О внесении изменений и дополнений в некоторые законодательные акты , процесс приостановился. Для разъяснения ситуации издание Monitorul.fisc.md обратилось в Государственную Налоговую Службу. Наталья Лишица, начальник службы применения контрольно-кассовых машин, ответила на наши вопросы. Так, по ее словам, согласно положениям Закона о регулировании предпринимательской деятельности путём разрешения № 160 от 22 июля 2011 и Приложению к этому Закону (Перечень разрешительных документов …), Главная государственная налоговая инспекция (Государственная налоговая служба) должна выдавать разрешительный документ - Свидетельство о регистрации в качестве центра технической поддержки по контрольно-кассовым машинам с фискальной памятью (свидетельство ЦТП ККМ) бесплатно, сроком на 3 года. Для получения свидетельства, заявитель подает в Государственную налоговую службу (ГНС) необходимые подтверждающие документы, заверенные подписью руководителя. Из вышеизложенного понятно, что механизм разработан и может быть применен, однако, согласно Наталье Лишице, это невозможно на данном этапе, поскольку не утверждена законодательная норма для выдачи свидетельства. Министерство финансов и ГНС предприняли все необходимые меры для ускорения процесса разработки и принятия изменений в Постановление Правительства № 474 о применении контрольно-кассовых машин с фискальной памятью при расчетах наличными. Сразу после регистрации Министерством юстиции этого документа, ГНС начнёт регистрацию ЦТП ККМ. Это временные трудности, для разрешения которых мы прилагаем все усилия, - сказала Наталья Лишица.
