Выплата зарплаты в городах будет осуществляться только безналичным путем

Выплата заработной платы в городах будет осуществляться безналичным путем с переводом на счет или банковскую карту работника с оплатой соответствующих услуг работодателем. Соответствующий проект по внесению изменений и дополнений в Закон об оплате труда, получил положительное заключение правительства. Согласно проекту, в сельской местности заработная плата будет выплачиваться, по письменному заявлению работника, как в безналичной, так и в наличной форме, информирует Молдпрес. В городах допускается выплата заработной платы наличными в течение трех месяцев, если поставщик платежных услуг, обслуживающий работника, не ведет деятельность. Так предпринимается попытка «повысить число зарегистрированных зарплат и сократить практику выплаты заработной платы «в конвертах». Национальный публичный бюджет ежегодно теряет около 5,6 млрд. леев из-за зарплат «в конвертах». По данным исследовательских институтов, сумма зарплат «в конверте» составляет около 15,5 млрд. леев, или 50% от годового фонда оплаты труда. Неформальная занятость является формой уклонения от уплаты налогов, что в уголовных кодексах большинства стран Европы и Северной Америки является вторым по тяжести преступлением после убийства, - заявляют профсоюзы. По данным Национального бюро статистики, в 2015 году в неформальном секторе работало 15,6% от общего числа занятых в экономике, а 34,8% имели неофициальную работу. С другой стороны, практически каждый десятый сотрудник заявил, что получает заработную плату "в конверте" либо частично (1,6% всех сотрудников), либо полностью (7,1% всех работников). Явление заработной платы «в конвертах» преобладает в сельском хозяйстве (48,9%), торговле (20,0%) и промышленности (6,3%). Парламент должен рассмотреть и принять законопроект.
