Юрий Чичибаба: электронная система госзакупок выгодна как государству, так и частным предпринимателям

Электронная система госзакупок выгодна как государству, так и частным предпринимателям, - считает замминистра финансов Юрий Чичибаба. Об этом он сообщил на пресс-конференции в среду. Данная система позволит экономическим агентам получать в быстром и открытом доступе информацию о государственных тендерах, понимать, почему выиграла та или иная компания, сколько было потрачено денег и куда они ушли. Предприниматели также смогут размещать свои предложения, что позволит им совершать совместные закупки по более низкой стоимости и без потери качества. Также это позволит снизить уровень нагрузки на Агентство по государственным закам (ААР), которое не будет отвечать за регистрацию контрактов, а лишь проводить общий мониторинг всей системы. Новый вариант госзакупок позволит повысить их качество, а также создаст обширную базу данных по тендерам в открытом доступе, - добавил замминистра. Представитель ААР Георге Гидора отметил, что электронная система - эффективный рабочий инструмент, но не готовое решение всех проблем, хотя роль ошибки в связи с человеческим фактором будет существенно снижена. Справка: С 1 января 2017 г. государственные закупки в Молдове осуществляются через электронную систему ProZorro, которая первые три месяца функционирует в пилотном режиме, и в случае успеха будет использоваться официально. Госзакупки через ProZorro уже производятся в Украине и Грузии.
