Закон о принципах субсидирования в сельском хозяйстве одобрен в первом чтении

Он призван стимулировать модернизацию агропромышленного комплекса и сельской местности путем повышения их конкурентоспособности, модернизации и реструктуризации рынка, обеспечения устойчивого управления природными ресурсами в сельском хозяйстве, повышения уровня жизни в сельской местности. Проект предусматривает создание Национального фонда развития сельского хозяйства и сельской местности для финансирования инвестиций по включенным в Национальную стратегию развития сельского хозяйства и сельской местности целям и мерам поддержки. Оговорено, что фонд будет формироваться из ежегодных ассигнований госбюджета, как отдельная позиции для политики развития сельского хозяйства и сельской местности, а также из других источников, в том числе, в рамках программ Еврокомиссии. При этом, ежегодные ассигнования из госбюджета совокупно с другими источниками для фонда будет составлять не менее 4%, утвержденных на соответствующий год доходов госбюджета. Порядок распределения средств фонда между мерами поддержки будут определять центральные органы власти, по согласованию с Советом по надзору, гражданским обществом и профильными объединениями, при этом, 50% источников будут использоваться для прямых платежей. Планируется, что размер субсидий не превысит 50% стоимости инвестиций, а сельхозпроизводитель в рамках одной меры будут иметь право на субсидию только один раз в год. Максимальная сумма, которую сможет запросить сельхозпроизводитель, будет определена центральным административным органом, исходя из стратегических приоритетов агропромышленного сектора и развития сельской местности. При этом, максимальные пределы субсидии могут быть увеличены на 15-20% для молодых фермеров и женщин-фермеров, групп производителей, инвестиций, связанных с экологической сельхозпродукцией, проектов, реализованных в неблагополучных зонах. Для поддержания максимального уровня доходов сельхозпроизводителей, частичного компенсирования понесенных затрат, государство будет осуществлять прямые платежи по площади, которые будут состоять из представления фиксированной суммы на единицу га и/или единицу поголовья животных, выделяемых в зависимости от сельхозкультур, площади обрабатываемых земель, видов и количества животных. При производстве продукции с высокой добавленной стоимостью, экологической сельхозпродукции, работе в неблагополучных зонах будут предоставляться увеличенные платежи. Размер увеличений будет определяться правительством, и не должен превышать 20 процентных пунктов от размера основных платежей.
