Cooperarea dintre Serviciul Fiscal de Stat și Agenția Fiscală Suedeză

Reprezentanții Serviciului Fiscal de Stat, ai Agenției Fiscale Suedeze, ai Agenției de executare silită din Suedia, precum și ai Ambasadei Suediei în Republica Moldova s-au întrunit în prima ședință în cadrul Proiectului II de cooperare. Reuniunea a avut drept scop prezentarea progresului înregistrat în cadrul Proiectului, inclusiv a perspectivelor de dezvoltare pe cele trei componente: managementul resurselor umane, schimbul internațional de informații, managementul arieratelor fiscale. În discursul său directorul SFS, Serghei Pușcuța, a adresat un mesaj de bun venit și și-a exprimat recunoștința față de Agenția Fiscală Suedeză, Agenția de Executare Silită și Ambasada Suediei pentru asistența plenară oferită Serviciului Fiscal de Stat și a menționat că toate acțiunile planificate în cadrul proiectului se execută conform planului aprobat, nefiind admise depășiri de termen. În primele 6 luni de implementare Proiectului, SFS a reușit să atingă rezultate tangibile, fiind elaborat Conceptul privind managementul în cadrul SFS (componenta managementul resurselor umane). Totodată, pe componenta managementul arieratelor fiscale, a fost elaborat proiectul de lege privind modificarea Codului Fiscal, în partea ce ține de amânarea/eșalonarea stingerii obligației fiscale, care urmează a fi promovat. Concomitent, urmează a fi lansată campania de informare și educare fiscală în școli, grupul țintă vizând elevi cu vârstă de 15-18 ani, cu preluarea experienței Agenției Suedeze de Executare Silită. Pe componenta schimbul internațional de informații, cei prezenți au convenit că acțiunile ulterioare pe această dimensiune depind actualmente de semnarea Acordului multilateral al autorităților competente pentru schimbul automat de informații privind conturile financiare, care va permite Republicii Moldova să efectueze schimbul de informații cu jurisdicțiile semnatare în vederea identificării persoanelor fizice sau entităților care se eschivează de la declararea veniturilor și plata impozitelor, prin transferul banilor în conturile din străinătate, acesta fiind un pas important spre transparentizarea veniturilor. Partea suedeză a menționat că Regatul Suediei și Republica Moldova au o istorie de cooperare pozitivă, considerând că proiectul dat reprezintă una dintre cele mai reușite conlucrări din portofoliul de cooperare al Regatului, cu rezultate semnificative și rapide, iar evoluția proiectului de cooperare a depășit așteptările. În încheiere, conducerea autorității fiscale și-a exprimat încă o dată gratitudinea pentru partea suedeză, precum și convingerea că colaborarea va rămâne fructuoasă. Notă: Proiectul II de cooperare între Serviciul Fiscal de Stat și Agenția Fiscală Suedeză pentru perioada 2018-2021 a demarat ca urmare a implementării cu succes a proiectului de cooperare cu Agenția Fiscală Suedeză în perioada 2013-2016.
