Rezultatele activității funcționarului fiscal în sectorul de administrare fiscală pentru 9 luni ale anului 2016

În scopul eficientizării administrării fiscale, prin popularizarea legislației fiscale, cu acordarea asistenței contribuabililor la locul de trai și activitate, prin Ordinul IFPS nr. 76 din 29.01.2016, activitatea funcționarului fiscal în sectorul de administrare fiscală a fost implementată pe întreg teritoriul al Republicii Moldova. Activitatea funcționarului fiscal în sectorul de administrare fiscală are menirea de a populariza legislația fiscală în rândurile contribuabililor, efectuată în scopul instituirii unor relații de parteneriat între Serviciul Fiscal de Stat cu mediul de afaceri și cetățenii. Măsurile, acțiunile și procedeele utilizate de către funcționarul fiscal în sectorul de administrare fiscală practică un caracter de prevenire și s-au manifestat prin următoarele:
  • ieșiri la fața locului – 6 567;
  • expedierea/înmânarea a 32 029 scrisori de conformare;
  • organizarea și desfășurarea a 21 147 de conversații individuale;
  • organizarea și desfășurarea a 735 de conversații colective;
  • organizarea și desfășurarea a 684 de seminare.
Ca urmare a acțiunilor de prevenire și de contracarare a activității ilicite întreprinse de către IFS teritoriale în cadrul activității funcționarului fiscal în sectorul de administrare fiscală, au fost obținute următoarele rezultate:
  • au fost depistați 5 375 contribuabili care activează ilicit;
  • au fost înregistrate 2 151 subdiviziuni noi;
  • au fost anulate 1 227 de subdiviziuni;
  • au fost eliberate și/sau prelungite 6 243 de patente de întreprinzător, cuantumul taxelor încasate de la eliberarea și prelungirea lor în sumă de 10 725 470 lei;
  • au fost înregistrate 1 511 de contracte de dare în chirie a apartamentelor și suma încasată în urma înregistrării contractelor date fiind în sumă de 1 339 580,89 lei.
În scopul executării obiectivelor și sarcinilor puse, Serviciului Fiscal de Stat urmează să intensifice și eficientizeze acțiunile funcționarului fiscal în sectorul de administrare fiscală prin:
  • analiza continuă a indicatorilor de activitate a contribuabililor administrați;
  • contactarea contribuabililor prin intermediul scrisorilor de conformare, ieșiri la fața locului, organizarea seminarelor și ședințelor cu contribuabilii care activează în domeniile economice cu grad sporit de risc pentru administrarea fiscală.
