Serviciul Fiscal de Stat susținut de un expert din cadrul Trezoreriei Statelor Unite ale Americii în realizarea Proiectului de Modernizare a Administrării Fiscale

Un consultant din cadrul Trezoreriei SUA va susține Serviciul Fiscal de Stat în realizarea acțiunilor specificate în cadrul Proiectului de Modernizare a Administrării Fiscale finanțat de Banca Mondială (TAMP). Începând cu ziua de ieri, 16 ianuarie 2017, domnul Thomas Mathew este o parte a echipei Serviciului Fiscal de Stat și va oferi suport în administrarea fiscală, în special pe componentele 2, 3 și 5 ale Proiectului: dezvoltarea instituțională, dezvoltarea operațională și managementul proiectului și cel al schimbării. În cadrul aflării sale în Republica Moldova, domnul Mathew, va oferi consultanță și va facilita implementarea reformei SFS și se va axa pe factorul uman în procesul schimbării, (inclusiv schimbarea business proceselor, sistemelor și tehnologiilor informaționale, precum și structurii organizaționale). De asemenea, expertul va dezvolta și va implementa strategiile de management al schimbării, va participa la ședințele Comitetului de Coordonare a Proiectului TAMP. Totodată, prin prezența lui Matheew va fi asigurată legătura dintre SFS și Banca Mondială. Oficialul este delegat pe o perioadă de un an, fiind stabilit un plan de acțiuni. Acest termen poate fi extins, în perspectivă, în fiecare an, prin acceptare reciprocă a unui nou plan de acțiuni. NOTĂ: Guvernul Republicii Moldova începe implementarea unui Proiect complex de Modernizare a Administrării Fiscale care își propune realizarea unei reforme cuprinzătoare a Serviciului Fiscal de Stat al Republicii Moldova (SFS, Beneficiar) în ceea ce privește aspectele organizatorice și de resurse umane, politica fiscală și procedurile operaționale, precum și modernizarea amplă a tehnologiilor informaționale. Proiectul TAMP cu un buget total de 20,00 milioane USD este finanțat de Asociația Internațională pentru Dezvoltare (IDA), precum și de Banca Internațională pentru Reconstrucție și Dezvoltare (IBRD). Inițiativa TAMP include cinci componente principale, și anume: politici fiscale și analiză, dezvoltarea instituțională, dezvoltarea operațională, modernizarea infrastructurii și a sistemului IT și managementul schimbării.
