SFS a aprobat Programul de dezvoltare strategică pentru anii 2021-2023

Serviciul Fiscal de Stat anunță despre aprobarea Programului de dezvoltare strategică al instituției pentru anii 2021-2023.

Programul a fost elaborat în conformitate cu prevederile Hotărârii Guvernului nr. 176/2011 cu privire la aprobarea Metodologiei de elaborare a programelor de dezvoltare strategică ale autorităţilor administraţiei publice centrale, a fost supus consultărilor publice, conform HG nr.967/2016 cu privire la mecanismul de consultare publică cu societatea civilă în procesul decizional precum și consultat cu experții de asistență externă din cadrul Trezoreriei SUA și a Agenției Fiscale Suedeze, obiecțiile și comentariile furnizate fiind luate în considerare la elaborarea proiectului final al programului.

Serviciul Fiscal de Stat a identificat și și-a propus 4 obiective generale de dezvoltare, pentru anii 2021 – 2023, după cum urmează:

1.Dezvoltarea instituțională;
2. Consolidarea procesului de deservire și evidență a contribuabililor;
3. Consolidarea managementului conformării voluntare și forțate;
4. Modernizarea tehnologiilor informaționale.
Măsurile incluse în Program vor avea nu doar impact fiscal, dar și administrativ, economic, de mediu, social, precum:

  • creșterea gradului de conformare voluntară a contribuabililor;
  • creșterea veniturilor fiscale administrate de Serviciul Fiscal de Stat;
  • nivel înalt de disciplină fiscală în rândul contribuabililor;
  • previzibilitate în politica fiscală;
  • nivel ridicat de transparență în activitate;
  • grad de încredere sporit al mediului de afaceri și cetățenilor în instituția fiscală;
  • nivel ridicat de răspuns la necesitățile persoanelor cu dizabilități;
  • management instituțional performant și eficient;
  • capacități informaționale care să răspundă și să corespundă cererilor contribuabililor;
  • abordarea personalizată a diferitor grupuri în interacțiunea cu autoritatea fiscală;
  • micșorarea timpului de conformare la obligațiile fiscale.
Unele din cele mai importante măsuri se referă la:

  • Centralizarea și concentrarea subdiviziunilor SFS într-un sediu unic;
  • Dezvoltarea paginii web a SFS www.sfs.md prin integrarea tuturor serviciilor electronice și sistarea paginii web www.servicii.fisc.md;
  • Elaborarea mecanismului de gestionare, declarare, achitare a obligațiilor fiscale prin intermediul unei aplicații mobile;
  • Eficientizarea și consolidarea controlului fiscal la persoanele fizice prin metode și din surse indirecte;
  • Desfășurarea acțiunilor de conformare fiscală pe segmentele cu risc sporit: salariu în plic, transport auto de pasageri, comerț online.
