Аргентина собралась погашать внешний долг в обход США

Аргентина намерена погасить свои долговые обязательства через центральный банк на местном рынке, т.е. в обход США. В парламент будет внесен законопроект, позволяющий держателям облигаций обменять бумаги на новые, которые будут переведены в национальную юрисдикцию. В 2005 и 2010 годах Аргентина предлагала инвесторам обменять старые долговые бумаги на новые с дисконтом. Более 92% кредиторов согласились. Июньский платеж Аргентины американский суд признал недействительным, постановив первым делом расплатиться по долгам c теми, кто был несогласен с реструктуризацией. “Мы не будем ждать, – заявила президент Аргентины Кристина Фернандес де Киршнер, – пока оставшиеся 7,6% кредиторов придут и попросят о реструктуризации. Нет. Чтобы доказать наши добрые намерения и способность платить, мы отложим эти деньги. Ну, а когда они решатся на реструктуризацию - деньги окажутся в их распоряжении”. Переговоры 30 июля между аргентинским правительством и иностранными инвестиционными фондами не увенчались успехом, что дало повод говорить о техническом дефолте по отношению к почти 93% держателей реструктурированного долга. Однако Аргентина не считает это дефолтом, поскольку продолжает выполнять свои обязательства перед кредиторами.
