Через два года в мире возникнет глобальная налоговая служба

Решения, согласованные в ходе петербургского саммита G20, переводят борьбу с уклонением от налогов на иной качественный уровень в мировом масштабе. Об этом 9 сентября в ходе пресс-конференции «Итоги саммита G20: мнения экспертов» заявил руководитель направления «Мировая экономика» Экспертного совета по «Группе двадцати» Евсей Гурвич. С места события передает корреспондент Клерк.Ру Сергей Васильев. «Мировая двадцатка» в минувшую пятницу опубликовала итоговую декларацию саммита. Одним из ключевых ее моментов стало проявление готовности к коренному реформированию налоговой политики в мировом масштабе. G20 фактически приняла план действий по борьбе с размыванием налоговой базы и выводу прибыли из-под налогообложения, подготовленный еще в июле Организацией экономического сотрудничества и развития. ОЭСР, в свою очередь, констатировала, что существующие налоговые правила, созданные десятки лет назад, перестали работать, и мировая экономика нуждается в мировой, соответственно, налоговой системе. Министры финансов G20 выразили надежду на то, что в течение двух лет заработает в полную силу система автоматического обмена информацией между налоговыми органами разных стран. В нормативную основу системы положен американский Foreign Account Tax Compliance Act (FATCA) - закон, по которому иностранные банки обязаны сообщать налоговой администрации США о зарубежных счетах американцев под угрозой санкций. К FATCA уже присоединились несколько ведущих стран. Ожидается, что за два года в глобальном масштабе будет налажено автоматическое электронное информирование налоговых органов крупнейших юрисдикций о значимых операциях в других юрисдикциях.
«Конечно, это не решит проблему офшоров, - отметил Евсей Гурвич, - но очень сильно усложнит бегство прибыли в офшоры. И я думаю, что за этим последуют новые шаги по борьбе с уклонением от налогов».
Станут ли планы G20 реальностью - пока неизвестно. В мире, как известно, существуют сотни налоговых соглашений между различными странами, и чтобы привести их все к единому знаменателю, потребуется согласованная воля множества правительств.
