Члены ВТО впервые в истории приняли глобальное соглашение

Впервые за 19-летнюю историю Всемирной торговой организации (ВТО) 160 ее стран-участниц заключили глобальное соглашение, которое вводит новые стандарты таможенного контроля и пограничных процедур, сообщает Reuters. Оно направлено на сокращение административных барьеров при таможенном оформлении товаров. По оценке Международной торговой палаты (ICC), благодаря этому решению объем мировой торговли в ближайшие годы может увеличиться примерно на 1 трлн долларов, а в мировой экономике будет создан 21 млн новых рабочих мест. Принятое соглашение открывает путь для ратификации пакета соглашений об упрощении процедур торговли, принятых на Балийской конференции в 2013 году и позднее заблокированных Индией. Данное соглашение считается наиболее важным из так называемого Балийского пакета, создавшего базу для завершения Дохийского раунда переговоров в рамках ВТО по либерализации мировой торговли. Как отмечает ТАСС, в целом Генеральный совет ВТО утвердил на заседании в Женеве пакет из трех решений. Первое из них касается непосредственно вступления в силу Соглашения об упрощении процедур торговли. Принятый протокол начнет действовать, когда его утвердят не менее двух третей членов организации. Вторым решением Генсовет гарантировал неприменение судебных процедур ВТО в отношении дополнительных сельскохозяйственных субсидий, используемых в целях создания и поддержания государственных резервов продовольствия. Этого добивалась Индия при поддержке других развивающихся стран. Третье решение дает зеленый свет немедленному возобновлению полномасштабной работы по подготовке рабочей программы по несогласованным вопросам Дохийской повестки к июлю 2015 года. В результате блокировки соглашения, инициированной Индией, в неопределенном положении оказались и остальные элементы переговорного процесса. Позже стали высказываться сомнения в эффективности многосторонней торговой системы, которая воплощена в ВТО. Свою позицию в Нью-Дели объясняли отсутствием прогресса в решении важного для Индии вопроса о создании запасов продовольствия.
