Europa: O nouă taxă se va aplica de la 1 ianuarie

Comisia Europeană (CE) a propus astăzi aplicarea de la 1 ianuarie 2014 a unei taxe pentru aviaţia internaţională privind emisiile de CO2 din spaţiul aerian european, prevăzând şi unele excepţii, transmite EFE. Propunerea CE, care impune adaptarea sistemului european de comercializare a cotelor de emisii de CO2, intervine după angajamentul luat de Organizaţia pentru aviaţia civilă (OACI) de a încheia un acord global pentru reducerea emisiilor de gaze cu efect de seră în acest domeniu în 2016, care ar urma să intre în vigoare din 2020. Taxa se va aplica doar în spaţiul aerian european şi nu în cazul ţărilor în curs de dezvoltare responsabile de producerea a sub 1% din emisiile globale de CO2 ale operatorilor din aviaţie. Bruxelles a subliniat totodată că aceste excepţii nu vor funcţiona decât până în 2020, dată la care ar urma să se aplice acordul global al OACI.
'Europa trebuie să insiste asupra dreptului său suveran de a reglementa aviaţia în propriul său spaţiu aerian şi pentru aceasta facem această propunere',
a declarat, într-o conferinţă de presă, comisarul european pentru combaterea schimbărilor climatice, Connie Hedegaard. Aceasta şi-a exprimat speranţa că ţările din afara UE care sunt vizate de această măsură vor respecta decizia uniunii. Taxa verde pentru aviaţia internaţională, care trebuia să se aplice potrivit legislaţiei europene din 2012, a trebuit suspendată temporar pentru a se evita un război comercial cu SUA, Rusia, China şi India. Executivul comunitar a cerut miercuri Parlamentului European şi Consiliului UE să aprobe propunerea până în martie 2014.
