Еврокомиссия ужесточит контроль за импортом стали в ЕС

Еврокомиссия объявила в пятницу о введении на четыре года системы особого контроля импорта в ЕС стальной продукции в связи с ужесточением конкуренции на мировом рынке. Этот механизм является частью представленного 16 марта комплексного плана, направленного на поддержку черной металлургии ЕС ("Сталь: обеспечение устойчивых рабочих мест и экономического роста в Европе"), - говорится в распространенном в Брюсселе коммюнике. На основании принятого в пятницу регламента для импорта стальной продукции в ЕС отныне требуется лицензия. Это решение дает четкий сигнал компаниям, в том числе в странах-экспортерах, что (Европейская) Комиссия активно следит за движением рынка и готова принять необходимые меры, когда это оправдано, - говорится в коммюнике. - Меры превентивного контроля предусмотрены защитным инструментом ЕС и могут быть введены, когда импортные тенденции угрожают нанести ущерб производителям в странах союза. Система будет действовать четыре года. Для "плавного перехода" импорт стальной продукции без лицензии возможен в течение 21 рабочего дня с момента вступления в силу нового регламента. Сталелитейная отрасль в ЕС является мировым лидером в ряде сегментов и дает 1,3% ВВП ЕС, обеспечив в 2015 году около 328 тысяч рабочих мест. Несмотря на потенциал европейской металлургической отрасли и предпринятые значительные усилия в ее модернизации, в последние годы ее конкурентные позиции на мировом рынке стали ухудшаться. Избыточное производство стали в третьих странах, таких, как Китай, привело к увеличению экспорта, снижению цен и дало толчок беспрецедентной волне недобросовестной торговой практики, - отмечается в коммюнике. Еврокомиссия обещала продолжать выполнение остальных элементов предоставленного в марте плана действий.
